Draft National Waste Management Strategy (2008 – 2011) • Developed after National Workshop in July 2007 • Covers waste generation/import, consumption, collection and disposal • Identified priority issues – plastics bags, disposal nappies, bulky waste, organic waste (household compost), electronic waste, landfills, medical wastes, used oil (vehicles), disaster wastes, formal environmental education program – p/s schools • 1st Consultation with key stakeholders on Oct 9, 2007 • More comments from key stakeholders • Incorporated into NDS 2008-11 • Cabinet endorsement – early Dec 2007 • Establishment of National waste management Committee (Jan 2008) • Implementation – April 2008
Relevant economic instrument • Special fund (Waste Recovery Material) Act 2004 (Regulations 2005) • Kaoki Maange Project • Started in 2003 and fully operational in 2005 (tendered to Private Sector) • Funded by UNDP (US$226,562) • Container Deposit System • Customs start collecting deposit in Feb 2005 • Any beverage containers made of PET and aluminum, car batteries (lead-acid batteries), PET bottles i.e cooking oils etc (i.e 5cents/can, $5/lead-acid battery) • Future inclusion of glass bottles and steel cans (eg. tin fish etc)
Cost-effective waste management • Use of organic waste material as compost (eg. community and household home gardening) • Importation of environmentally friendly products (eg. 100% degradable nappies and ice bags) • through businesses consultations (Nov 14, 2007) • Community support (survey on 100% nappies use) • Banning of non-biodegradable items (ice bags and nappies) • Used oil collection and disposal • KOIL company • Used oil shipped to Australia with no fee being charged to users • Establishment of collection point for private businesses and car owners • Kaoki Maange Project (container deposit system) • Levy on imported vehicles (similar to Kaoki Maange project)
Waste minimisation programs • Target source of waste • Banning of certain products that will impact our fragile environment (eg. Non biodegradable nappies and ice bags) • Currently work with businesses (wholesalers) • Alternatives should first available • Use of organic materials as Compost – home gardening • Improve our health and increase landfill lifetime
Legislation & Enforcement • Environment Act 1999 • Amendments passed in 2007 (inclusion of biodiversity, world heritage and no flexibility for future environmental issues) • Objective: Promotes recycling, reuse, reduction, composting and recovery of materials in an economically viable manner • Uses polluter pays principle • Draft regulation is in-progress • Enforcement needs further consultations + legal advice from AGs Office i.e on littering etc (Pollution component)
Issues • Limited land area for landfill • Poor waste collection system and disposal • covers only urban centers • Lack of appropriate capacity and technical expertise (eg. monitoring, enforcement etc) • Lack of financial resources • Lack of medical waste management plans (frequent breakdown of incinerator etc) • Groundwater vulnerability to waste oil and chemical spills etc • Sound disposal of electronic waste and oil/fuel filters • Others – nappies, plastics
On-going and future projects • Scrap metal removal project – (public incentive provided by JICA and SPREP) • Pilot project for Scrap metal recycling • SAICM (UNITAR as executing agency) • NPA for Protection of Marine environment from land-based activities (SPREP and UNEP) • POPs NIP • e-waste project • Pilot projects on compost use in home gardening • Other pilot projects related to specific action plans mentioned in National Waste Management Strategy
Ways Forward… • Endorsement of National Waste Management Strategy (NWMS) by Government • Effective Implementation of NWMS • Need financial resources • Technical assistance & capacity building • Enforcement of the Environment Act 1999 (Pollution Component) • SPREP involvement & Aid donors • Implementation of MEAs (eg. BC and Waigani)
