Why is ERA now involved in this issue? • The PRM TSI was published on 21 December 2007 in the Official Journal of the European Union • The TSI sets up the mandatory minimum requirements for new passenger rolling stock and TEN stations across the EU • ERA received a mandate in April 2010 covering both aspects: • Study on the extension of scope for all TSIs: from TEN lines to the whole network • Revision of the content of the PRM TSI UNECE – WP6
Foreseen activities • Preliminary ex-post assessment of the PRM TSI (only in force since 2008!) • Stations on TEN lines • Rolling stock (RST) operating on TEN lines • Evaluation of the extension of TSI scope for the whole network UNECE – WP6
Revision of the PRM TSI • Number of stations and RST certified against the PRM TSI • Type of requirements chosen by Railway Undertakings and Infrastructure Managers • Cost impact to be compliant with PRM TSI • Evolution of operating rules to improve railway accessibility • PRM customers in railway traffic on TEN lines UNECE – WP6
Extension of TSI scope • In relation to the PRM TSI: • For the network out of the TEN network, • We need to get facts on : • Accessibility of the stations: number, size • Accessibility of RST operating only off TEN lines • Accessibility of RST compliant for TEN lines and operating off TEN lines • PRM Customers in railway traffic UNECE – WP6
Cooperation with UNECE • 19 November 2009: UNECE Railway accessibility workshop with ERA presentation • Outcome: UNECE asked for a list of “PRM” indicators for data collection • Feb 2010 : ERA-ESG draft workplan for future activities on PRM TSI • proposal for indicators on railway accessibility • 1-3 June 2010: UNECE included a part of these indicators for decision during the WP6 session • Stations characteristics • RST characteristics • PRM in railway traffic • A data collection enlarged to UNECE area would be beneficial to get knowledge of the accessibility of the railways UNECE – WP6
