  3. Authority • Lincoln-Lancaster County Air Pollution Control Program Regulations and Standards Article 2, Section 28 • Grants Authority to inspect and enforce these federal regulations

  4. How do we find them? • Mass Mailings of Surveys • Phone Book • Google • Self Notification • Ask Identified Sources • Ask other programs within the LLCHD Source Identification

Total Facilities : 126 (and counting) Source Identification • M – Perchloroethylene Dry Cleaning Facilities (7) • BBBBBB – Bulk Gasoline Plants/Terminals and Pipeline Breakout Facilities (5) • CCCCCC – Gasoline Dispensing Facilities (23*) • HHHHHH – Paint Stripping and Miscellaneous Surface Coating Operations (79) • WWWWWW – Plating and Polishing Operations (4) • XXXXXX – Nine Metal Fabrication and Finishing Source Categories (8) • Technical Assistance/Enforcement Only – ZZZZ Stationary RICE, JJJJJJ Boilers • * Stations with 100,000+ gal/month throughput

  6. How do We Help? • Provide Sources Rule Summaries and Guidance Documents • Compliance and Reporting Date Reminders • Meetings with Sources • Provide Required Documentation • Lots of Phone Calls and Emails! Technical Assistance

  7. Inspection Schedule • Sources are Inspected on an Annual (Subparts M, BBBBBB, WWWWWW, XXXXXX) or Biennial Basis (CCCCCC, HHHHHH) • Co-inspections for Permitted Sources Inspection/Enforcement

  8. Annual Fees • Fees Range from $125 to $500 depending on applicable MACT(s) • Sources that hold Operating and/or Construction Permits (and pay emission fees) are not charged additional MACT fees • HHHHHH Sources that Petition for Exemption are charged a one-time $250 fee (this option has proved popular among auto-body refinish shops) Fee Assessment

  9. Many sources are unaware of or wholly unfamiliar with EPA regulations • Answer the question “So what do I actually have to do?” for sources • Face to face meetings are preferred • High rate of compliance with emissions requirements • Many sources lacking all required records/notifications/reports • Ongoing technical assistance comprises the bulk of the workload Observations/Lessons
