General Charter School Information: • The Colorado Charter Schools Act passed 21 years ago in 1993 • In the 2013-14 school year, 95,860 students were enrolled in charter schools in Colorado. • Currently there are 200 charter schools operating in the state. • Charter schools are in the business of culture change

  3. Culture Change Usually Requires A Crisis • Examples: • Ford • New Orleans

  4. Money follows the student • Louisiana • Types of schools: • Christian/Private/Public/Charter/Online/Dual enrollment Results in New Orleans: • 90% in Charter schools • Students proficient in Reading and Math doubled in 5 years • Saved taxpayers $10’s of millions • 93% parent satisfaction

  5. Our Crisis • Funding • Test Scores • Accountability • Workforce • Rural Districts

  6. We have the tools • Choice • Innovation • Entrepreneurship • Technology • Examples • KIPP • Denver School of Technology …and problems that must be solved.

Recent Legislation • SB 13-260 “School Finance Act” • Increased charter school capital construction funding by $1 million (from $6 million to $7 million). • HB 14-1292 “Student Success Act” • Increased charter school capital construction by $6.5 million in FY 2014-15 and $13 million in subsequent years. • HB 14-1314 “School District & Charter School Mill Levy Override”

Charter Challenges • AN EQUAL PLAYING FIELD • Charters do not receive the same PPOR (Per Pupil Operating Revenue) as traditional schools • Bond and mill levy revenues shared with charters varies significantly from one district to the next • Capital construction funds for charter school were increased this year, but more must be done • Transportation should be more available • PUBLIC PERCEPTION THAT CHOICE, COMPETITION AND INNOVATION CAN SOLVE MANY OF OUR CRISIS ISSUES AND LEAD TO IMPROVEMENT IN ALL OF OUR SCHOOLS.
