Comprehensive Spending Review 2007 • TfL negotiated funding settlement with DfT to 2017/18: • Updates 2004 settlement, save for provisions relating to Olympic projects • Gives TfL continued autonomy to deliver, including Crossrail and PPP - Transport Grant no longer split between TfL & LUL • Sets out Government grant and borrowing capacity for 10 years • Includes funding package for Crossrail • Provides specific funding for Metronet obligations • TfL will develop business plan to 2017/18 this year • Beyond the TfL settlement - High Level Output Statement for the National Rail network, which commits to £7bn for London for the period to 2015 – in line with TfL’s proposals but delivered by Network Rail
Crossrail – Funding Package Secured • Key project to enable London’s growth, relieving congestion & connecting major growth centres (City, West End, Canary Wharf, Heathrow & Stratford) • Total capital cost estimated at £15.9 billion (cash prices) – Crossrail to become TfL subsidiary once Royal Assent is received (expected Summer 2008) • TfL responsible for building, procuring operations & revenues (fares set by Mayor) • Creates significant opportunities for West London
Metronet – Next Steps • Expected transfer of Metronet BCV and Metronet SSL contracts to TfL in Spring 2008 • CSR07 settlement includes provision of financial support for TfL (assuming successful bids) to: • Recover costs from administration • Fund future PPP investment • Address current Metronet liabilities (existing debt) • Work with Government to determine Metronet long term structure by June 2008

Mayor’s Transport Strategy and Local Implementation Plans • MTS consultation draft for Assembly and Functional Bodies likely to be end of 2008, leading to a public consultation in summer 2009 • Opportunity to review lessons learned from first round of LIPs • LIPs2 guidance will be developed in parallel with MTS2 • Issues to consider as part of next Mayor’s Transport Strategy & new TfL Business Plan: • Establishment of a clear set of TfL transport goals and objectives for policy development and business planning • Develop MTS2 in context of the funding settlement and Climate Change Action Plan targets • Opportunity to learn lessons from first round of LIPs and to introduce a more flexible approach to LIP funding • MTS2 to include sub-regional dimension • TfL will actively engage with boroughs developing the MTS draft in the summer
Sub-regional Analysis- objectives TfL wishes to give greater emphasis to sub-regions. Planned analysis aims to: • Identify economic, social and environmental challenges for each Sub-Region • Influence London wide policy by highlighting sub regional strategic issues • Identify transport challenges and solutions with stakeholders • Test future transport policy options at a sub regional level • Assess strategic transport implications of growth hotspots • Inputs and analysis to support London Plan, Transport Strategy, Sub-Regional Implementation Frameworks, Local Implementation Plans
Sub-regional Analysis - spatial structure • Sub-regional analysis results will be reported in relation to the revised sub-regional boundaries included in the Further Alterations to the London Plan (shown below). Analysis will not be fixed to these boundaries and the models will overlap.
West London Transport Study • August 2007 – Mayor agreed to work with boroughs on improving public transport on Uxbridge Road • Scoping report for a West London Transport Study being drafted (will be discussed with Westrans on 27 February) • There are three main work streams, which will identify a portfolio of measures: • Reassess bus alternative to WLT on Uxbridge Road • Crossrail Interchanges • Sub-Regional study • Aim is to take overview of measures and priority routes and strategy for public transport improvements in short and medium term, and with Crossrail operating
Local Area Agreements • LAAs will radically alter the way Local Authorities are funded, performance managed and inspected. They offer greater flexibility over planning, delivery and resources, with more focus on outcomes. • TfL are keen to be involved in the development of these documents and to see that transport is given a prominent role, that there is a consistency of approach with the Mayor’s transport policies and LIPs, and that transport indicators are well represented. • TfL (Borough Partnerships) has written to all Chief Executives requesting copies of the 'story of place' and draft targets, and to date only about a third of boroughs have made contact • TfL also see this as an opportunity to engage with Local Authorities and other public agencies in London on broader transport issues (e.g. reducing child obesity and tackling climate change).
In Summary – Opportunities and Challenges • Funding settlement provides opportunities for significant investment in London’s transport infrastructure, including in west London – and challenges to deliver • There will be pressures on transport services to meet London’s growth - greater emphasis on value for money, joined-up delivery, outcomes / benefits and efficiencies • TfL’s new Business Plan, next MTS and LIPs, LAAs – all provide opportunity for setting out how to meet the challenges and for TfL and boroughs to work together • Sub-regional work, and the West London Transport Study – help to better match transport solutions to the economic, social and environmental challenges in each sub-region
