Identity and Citizen participation KEY QUESTIONS 1) How does the citizen remain engaged and the system maintains its legitimacy in spite of increasingly complex governance arrangements? • What is the level of participation of the civil society in your governance process (information, negotiation, joint-decision, joint-implement°, delegated decision and implement°) ? • What is the main reason of a participative democracy agenda in your metropolitan area (transparency – access to specific knowledge – community-building/popular mobilization) ? • Which sections of the civil society are the most involved in city-region level issues ? • What is the predominant process of city-region participative democracy ? • Who has (and on which basis) selected the civil society representatives participating to the metropolitan governance? • Are there mass-mediated communication platforms at the city region level which can help structuring a spatial consciousness and a sense of community at that level? • Do you think there is a public opinion concerning the management of your large urban territory and are there ever been any opinion poll at that level to look that what the majority of citizen think on different issues? Is there a global marketing policy for the whole metropolitan area or are there more fragmented initiatives ? • What is the role of local business elite in the design of the exported cultural and identity assets? • What is the impact of that marketed identity for the communities living in the area? Has a popular support been assessed ? Does that reformulation of identity is a source of an imagined community at the metropolitan scales among the local inhabitants ?
