Background In his state of the Nation address His Excellency, The President of the Republic of South Africa announced:” Among key interventions this year, we will promote the establishment of Agriparks………..in each of the 27 (updated to 44 sites) poorest district municipalities to transform rural economies. An initial fund of R2billion has been made available for the Agriparks initiative”

Background The Department of Rural Development and Land Reform (DRDLR) in partnership with the Department of Agriculture, Forestry and Fisheries (DAFF) has put plans in place for the establishment of the Agriparks in the identified district municipalities An Agripark is defined as a network innovation system of agro-production, processing, logistics, marketing and training and extension located in district municipalities. DAFF is responsible for the priority on Revitalisation of Agriculture and Agro processing value chain. Agriparks will make a meaningful contribution to jobs, participation in the economy by the Previously Disadvantaged Individuals (PDI’s) and communities.

Agriparks focus Increasing use of land suitable for agricultural activities Processing of agricultural products Establish networks (broad infrastructure development) between the productions sites (parks) and parks (value addition sites) and sales (marketing) Focus on small-holder involvement in the value chain, training of small-holders producers and placement, incubation and trading of unemployed gradates and development of entrepreneurs Provide a platform for contact between producers, markets and processors but equally will provide improvement / establishment of physical infrastructure required for transforming the sector.

Objectives of the Agriparks • To expose all the producer categories to the whole value chain with specific focus on smallholder producers • To promote the growth of the small-holder sector by contributing in the increase of smallholder producers and well as jobs in the agro-processing sector • To promote skills of and support to small-holder producers through the provision of a comprehensive producer support packages • Strengthen existing and create new partnerships within government, private sector and civil society • To ensure Rural Economic Transformation and contribute to the creations of the planned jobs • To bring underutilised land into production and expand irrigated agriculture • To ensure majority ownership of Agriparks by small-holder producers and implementing a government support exit strategy

Output and benefits of Agriparks Improved production efficiencies for producers-production levels enhanced with technologies used at various levels of the value chain taking into consideration the land-use capabilities and suitability Promote food security – local procurement and resultant cost reduction Local economic growth and sustenance of locals – job creation at local level Improved local institutional partnerships – public and private local jointly supporting local development Preservation of natural resources – community mobilisation will heighten environmental awareness and skills on preservation of natural resources

DAFF activities and linkages to the Agriparks - Prescripts guiding the process Agricultural Policy Action Plan(APAP) determines the policy requirements and practical interventions to develop the rural spaces and the sector within the context of employment driven and equitable economic growth Medium Term Strategic Framework: - emphasis on improved and sustainable agrarian reform and food security DAFF study on Integrated Government Procurement model: an illustration of how the process within the three units as described by DRDLR can be realised Fetsa Tlala Food Production Initiative: increase production especially in rural areas to address food insecurity Food Security and Nutrition Policy for South Africa: this has been approved by Cabinet and currently an implementation plan has been completed. Its practical implementation and realisation of benefit will be done initially within the defined Agripark areas.

Direct contribution - DAFF Production and volumes determination Production capacities and suitability Food insecurity analysis Skills development and placement strategies Funded interventions within the defined spaces: Promotion of prescripts governing food handling and food safely standards Facilitation of contracts for off-take agreements and support implementation thereof Support Provincial strategies for roll-out of Agriparks Analysis of requirement of Agro-processing facilities and support in the implementation thereof.

Current analysis of activities to support Agriparks Production niches and trends Alignment to existing Comprehensive Producer Support Programme (CASP) and land reform projects Linkages with community and farmer associations – awareness campaign Assessment of producer readiness Assessment of machinery required for the different tasks Linkage with DAFF training institutions and training programmes Follow up on existing contracts to assess progress and challenges Most of the activities are currently being concluded and activities that are due for implementation in the ensuing planting season will be carried out. Other secondary activities will run parallel to the primary activities to ensure attainment of the objectives as defined for Agriparks .

Institutional arrangements: DAFF Team National Task Team: Chaired by the Deputy Director-General : Food Security and Agrarian Reform - meet bi-monthly and reports to the Director General (DG), Executive Committee (EXCO) for Agriculture, Forestry and Fisheries and the Ministry for Agriculture, forestry and Fisheries DAFF Agricultural Policy Action Plan (APAP) work streams and value chain analysis – Chaired by the Director for Programme, Development Support reports to EXCO and National Task Team Technical Task Team (TTT): Chaired by the Chief Director for Food Security – meets monthly and reports to the National Task Team Operations Task Team (OTT): Chaired by the Director :for Smallholder Development and Director : Marketing. meets monthly and reports to the National Task Team and The Technical Task Team.
