State Responsibilities • Collaborate with other Consortium member states and maintain ongoing communication • Participate in 2 SST meetings in collaboration with other meetings or via webinar • Collect achievement and outcome data to address GOSOSY objectives from local projects, staff receiving GOSOSY training, and OSY • Implement GOSOSY activities (e.g., GOSOSY website, piloting materials/strategies, staff training, sharing successful strategies/lessons learned about services to OSY) • Collect/report Member state data and use results to determine progress/make adjustments www.osymigrant.org

  4. State Responsibilities • Recommend a representative to participate on the TST and Workgroups, as appropriate, and ensure participation by TST members in Workgroups and/or full group meetings to take place 3-4 times annually • Schedule onsite technical assistance, as needed for local MEPs • Participate in PD at the Dissemination Event and training-of-state-trainers sessions • Contribute annually to operation costs (fee divided equally among the 18 CIG states). CIG funds received by states can be used for any allowable MEP activity and a small fee for grant-related PD and other expenses will be assessed of  member states.  www.osymigrant.org

  11. Performance Measures • GOSOSY must report on progress made toward performance measures described in the project application. • Some performance measures begin in 2015-16 and others kick in later. www.osymigrant.org

  12. Performance Measure 1.1 • Each year, 75% of OSY participating in project-directed instructional services will demonstrate a 20% gain between pre- and post on content-based assessments. www.osymigrant.org

  13. Materials and Instruction • GOSOSY instructional lessons delivered by OSY instructors in each state. • Lessons can be found at osymigrant.org • New lessons will be posted as developed www.osymigrant.org

  16. Performance Measure 2.1 • Each year,75% of staff participating in GOSOSY professional learning activities will increase their capacity to deliver instruction and services to OSY by 10%. www.osymigrant.org

  17. Materials and Instruction • Materials for professional learning activities are developed by the TST and collaborators. • The focus for GOSOSY is training on making instruction applicable to grade-level skills of OSY. www.osymigrant.org

  18. Timeline • Training results will be reported at the end of Years 1, 2, and 3. • Surveys are due as training is completed. • All surveys for Year 1 are due September 20, 2016. www.osymigrant.org

Performance Measure 2.2 • Each year, 75% of GOSOSY States will report that at least 5 mutually-beneficial collaborations on professional learning and mentoring are in place in their state with other CIGs, National HEP/CAMP Association, World Education, Inc., and other agencies and entities. www.osymigrant.org

What is a collaboration? • Collaborations include • memorandums of understanding (MOUs) for data or resource sharing • presentations at joint meetings • guest speakers • collaborative workgroups • representation in CNA/SDP/Evaluation meetings • participation in one of the other Consortium Incentive Grants (CIGs) or use of products from another CIG • other substantial collaboration efforts

  24. Performance Measures for Years 2 & 3 • All states will report on the following performance measures in Years 2 and 3 for the Annual Performance Reports (APR) • Some states will pilot materials in Year 1 and results will be reported for use by the TST and SST www.osymigrant.org

  25. Performance Measure 1.2 • By 9/30/17 and again by 9/30/18, 75% of OSY with a Learning Plan will attain 50% of the needs-based learning/ achievement objectives. www.osymigrant.org

Timeline • The TST will develop an initial Learning Plan by 5/15/16. • Select consortium states will pilot the Learning Plans by 9/30/16 and provide feedback to the TST. • States will adopt the Learning Plan, and by 9/30/17, results will be reported for inclusion in the Year 2 Annual Performance Report (APR).

  27. Performance Measure 1.3 • By 9/30/17 and again by 9/30/18, 54 OSY (average of 3 per state X 18 states) will attend goal-setting workshops (GSW) and attain an acceptable or above score on a GSW project-based activity rubric. www.osymigrant.org

Timeline • GSW activities and rubrics will be developed by 6/15/16. • Select consortium states will pilot GSW materials and implement GSWs by 9/30/16 • States will adopt activities, rubrics, and training models, and by 9/30/17, results will be reported for inclusion in the Year 2 APR. www.osymigrant.org

  29. Performance Measure 2.3 • By 9/30/17 and again by 9/30/18, 75% of recruiters will participate in professional development regarding the ID&R of OSY and demonstrate proficiency on state recruiting assessments that incorporate this area. www.osymigrant.org

  30. Timeline • Recruiter training materials and skills competency tools will be developed by 5/30/16. • Select consortium states will pilot materials by 9/30/16. • By 9/30/17, states will conduct recruiter training, and report results for inclusion in the Year 2 APR and again for the Year 3 APR. • NOTE: Any state with recruiter training and assessments that include OSY should report the number of recruiters considered proficient on Form 1 in all years.

  31. Performance Measure 3.1 • By 9/30/18, 5 GOSOSY key products designed specifically for OSY will be developed or adapted, vetted, shared with key stakeholders, and adopted by CIG states. www.osymigrant.org

  32. Timeline • Initial catalog will be posted by 3/15/16. • Additions and revisions will be managed by the TST on an ongoing and as needed basis. • By 9/30/18, state director/coordinators will report the products used. www.osymigrant.org

  33. Performance Measure 3.2 • 3.2By 9/30/18, build states’ capacity to deliver instruction reflective of evidence-based practices for OSY through a GOSOSY Dissemination Event. www.osymigrant.org

Timeline • Preparation for the Dissemination Event in Year 3 will be ongoing throughout the three years of the project. • Key activities and decisions will be reported in the APR. • Results including evaluation surveys of the Dissemination Event will be reported by 9/30/18. www.osymigrant.org
