European Interoperability Framework ‘Interoperability, within the context of European public service delivery, is the ability of disparate and diverse organisations to interact towards mutually beneficial and agreed common goals, involving the sharing of information and knowledge between the organisations, through the business processes they support, by means of the exchange of data between their respective ICT systems.’ ”
The legal framework • 2001 – Law for the Electronic Document and Electronic Signature; • 2003 – Strategy for Bulgarian e-Government; • 2006 – Bulgarian Interoperability Framework; • 2007 – Law on e-Governance; • 2008 – 6 ordinances, accompanying Law on e-Governance (The documents take into account the Bulgarian Interoperability Framework (2007-2008), as well). • 2010 – e-Governance Strategy 2011-2015- In accordance with Malmo and Granada declarations. e-Governance strategy take into account the new European Interoperability Framework and the European Interoperability Strategy.

Important obligations.. One-off data collection and creation – Administrative authorities, persons performing public functions and organizations providing public services cannot require citizens and organizations to submit or prove such data as they should receive them ex officio from the original data controller. Official notification – The original data controller should send the data officially to all administrative authorities, persons performing public functions and organizations providing public services, which are required by law to retain the data and have requested to receive them.
Important obligations.. Automated provision The notification and request for data provision are carried out in an automated way, electronically. Obligation for identification The obligations arise if the citizen, the organization, respectively, have indicated a unique identifier.

The “heart” of interoperability.bg The Bulgarian meta-data model consists of definitions for: Register of the information objects • Terms • Values • Nomenclatures • Segments • e-Documents The e-documentsare the 5-th type of information object, liable to registration. This registration guarantees that for every e-document is available free of charge application for viewing or editing. The main part of the definitions for values, nomenclatures and segments is the corresponding XML- construction. The process of registration and the Register of the information objects are under regulation of the Ordinance on the Registers of the information objects and the electronic services

The Complex services are “services invoking other services”. The main subject of the registration is the services interface, represented by e-documents for service request and e-documents for service response(s).

Documents exchange between administrations • The administrations exchange e-documents through Uniform environment for exchange of electronic documents(UEEED) • UEEED is a manageable environment for standardized and secure exchange of documents The creation and maintenance of UEEED is under regulation of Ordinance on the requirements to the uniform environment for exchange of electronic documents
Some UEEED features • The transferred e-documents are checked for compliance with their definition in the Register of the information objects • Two level of addressing in UEEED: - Physical level – by IP - Logical level – by unique ID, generated at the stage of registration in UEEED • The Administrative IS can be connected to the UEEED by integration with UEEED-Client The Ministry of TITC is building and will maintenance the UEEED. The UEEED-Client will be available free of charge.
The administrations • Have to accept or reject service requests in unified manner independently of way of transfer • Have to support documents exchange by all channels; • Have to be represented on the Common Administrative Portal- CAP; • The CAP is a single access point for the all of services, supported by all of Bulgarian administrations.
The administrations have to support unified services execution: • Independently of way of transfer of service’s request and response; • Independently of requesting side, if the service’s access is permitted for this side; • Independently of administration, in a way of services, which are supported by many similar administrations- e.g. municipality administrations;
Two base infrastructures • Infrastructure for setting up and maintenance of semantic interoperability • MTITCis responsible for setting up • The resources of the infrastructure are centralized • Infrastructure for e-services support • Only UEEED and the general administrative portal are centralized resources • Other resources are under support by different administrations and concern identification of persons and organizations, delivering information needed for services execution etc.
Tree levels of services • Level 1: Services for person and organization identification • Level 2: Services for collection of the necessary data for service execution • Level 3: Services requested by citizens and organizations
Services for person’s and organization's identification • The services use only UEEED for exchange of services request and response • The features of UEEED ensures the identification of requester of service for identification of person or organization
Services for collection of the necessary data for service execution • The services use mainly UEEED for exchange of services request and response, but any other channels for document exchange are applicable • Those kind of services are requested only after successful identification of requesting person or organization- the services from level 1
Services requested by citizens and organizations • The services use for exchange of services request and response any channels for document exchange, excluding UEEED • Two general condition for possible service execution: • Successful requester identification, by using services from level 1 • Successful collection of necessary data from another administrations, by using services from level 2

The Gateway will support: • Protocol compatibility with eu-requirements • Translation from eu-service specification to bg-service specification and vice versa • Control of execution of services, including complex type, in Bulgarian environment of administrative services
