1992-1997 - State Programme on Reforming Statistics in the Kyrgyz Republic

3. I welcome you in ancient Kyrgyz land and express my sincere gratitude to you for attending our High-Level Forumparticipating at the celebration of 80th anniversary of the State statistics of the Kyrgyz Republic.

4. From 1992to 2006 the Government of the Kyrgyz Republic has adopted four programmes of statistics reforming and development and the basic principles of these programmes were to identify priorities in each stage of reforming and concentrate the resources at the most important fundamental areas of statistics.

5. 1992-1997 –State Programme on Reforming Statistics in the Kyrgyz Republic;1998-2000 –State Target Programme of Reforming Statistics in the Kyrgyz Republic;2001 – 2005 –The Programme of Statistics Development in the Kyrgyz Republic;2006-2009–State Programme of Further Development of Statistical and Information System in the Kyrgyz Republic

6. 1992-1997 - State Programme on Reforming Statistics in the Kyrgyz Republic • new legal setting for State statistics was established; • general methodological and organizational basis of State statistics were established; • transition from statistics of industries to system of national accounts was implemented.

7. 1998-2000 -State Target Programme of Reforming Statistics in the Kyrgyz Republic • legal setting in statistics strengthened; • statistical forms improved; • classifications revised; • statistical methodology improved; • modern IT introduced; • the First National Population Census in the Kyrgyz Republic conducted.

8. 2001 – 2005 - The Programme of Statistics Development in the Kyrgyz Republic • Coordinating role of the NatStatCom in statistics was strengthened; • Systems of registers, classifications and standards were improved; • Measurement of CPI and PPI was improved; • The system of sustainable development indicators corresponding to MDG, gender-disaggregated statistics and tourism statistics, demographic indicators were introduced;

9. 2001 – 2005 - The Programme of Statistics Development in the Kyrgyz Republic Sample survey techniques were introduced; The Agricultural Census and Census of Services were carried out; Information system of the NatStatCom was modernized; The Kyrgyz Republic became the 57th country to subscribe formally to the International Monetary Fund’s Special Data Dissemination Standard (SDDS).

10. 2006-2009 - State Programme of Further Development of Statistical and Information System in the Kyrgyz Republic • Preparation to the next 2009 Population and Housing Census in the Kyrgyz Republic; • Addressing the issues in employment and labour migration statistics; • Introduction of general recommendations and definitions of SNA-93 and ESA-95; • Compilation of quarterly national accounts, continuation of works related to GDP seasonal adjustments.

11. 2006-2009 - State Programme of Further Development of Statistical and Information System in the Kyrgyz Republic To conduct census of services; To complete transition to national standards of statistical measurement of volumes of services in tourism; Measure the scale of rendered services in information and communication technologies; To set up the National statistical council in order to democratize the processes in statistics.

12. International cooperation Develop and control the issues of common policy in statistics; Develop comparative statistics; Continue moving toward the introduction of EU standards; The basis for development of stable and adequate infrastructure – international support in application of international standards and rules.
