  1. 2007 Greater MN Combined Solicitation for Federal Funds Part 2

  2. Combined Solicitation Timeline(Appendix H in Final Announcement) November 21st – December 31st In November, a letter of notification will be sent to all eligible agencies. Agencies should submit their crash requests to Mn/DOT as soon as possible. Requests made after Dec 31st may be significantly delayed due to limited resources. November/December/January Each eligible agency selects project(s) and compiles a solicitation packet based on the criteria guidelines. Any agency that disputes the results of their crash data requests can contact Mn/DOT to reconcile those differences. February 1, 2008 Solicitation packets should be submitted to Mn/DOT Office of Traffic, Safety and Operations no later than February 1, 2008. Continued on next slide

  3. Combined Solicitation Timeline(Appendix H in Final Announcement) February 4th – February 22nd Mn/DOT Office of Traffic, Safety and Operations reviews each solicitation packet for compliance with HSIP criteria guidelines. A preliminary list of proposed projects is developed and ranked. February 25th – March 7th If any significant changes to a solicitation packet are determined during the review process, Mn/DOT will work with the submitting agency to reconcile these differences. A revised list of proposed projects is then compiled and prioritized. This list, along with the solicitation packets, is given to the Mn/DOT Selection Committee for review and approval. The selection committee is comprised of: Representatives from Mn/DOT Office of Traffic, Safety and Operations, Mn/DOT State Aid for Local Transportation, and the FHWA. Continued on next slide

  5. Project Identification(Appendix A in Final Announcement)

  6. Proactive Projects – Minimum of 70% of program

  7. Proactive Projects - continued • Consult SHSP Report Priority list by County (Appendix IV) – Pennington County • Reduce run-off road Crashes on two-lane undivided local roadways

  8. Proactive projects - continued • Consult MnCMAT to identify corridors that meet these criteria

  9. Proactive projects - continued • MnCMAT did not identify corridors on the local road system that had a pattern of run-off the road crashes • Develop a prioritization system based on ADT • Call OTSO (before December 31) to run a ADT report for your county to find the greatest opportunity for deploying safety measures

  10. Proactive projects - continued • Data sorted by CSAH, with ADT greater than 500 and had crashes in the last 10 years • Countermeasure: Utilize centerline rumble strips on undivided, two-way roads with ADT greater than 500

  11. Proactive projects - continued • Estimate Project Cost • Check: Is this roadway segment on the HRRRP list? • Check: Is this roadway segment on the Top 5% list? • Assemble ADT data • Assemble final Crash data • Fill out application

  12. Reactive projects – Maximumof30% of program

  13. Reactive projects – Continued • Estimate project Cost • Calculate Benefit-Cost Ratio • Use 3 years crash data 2004-2006, all crashes • Must have B/C >1 to be considered for funding • Use MnCMAT to identify project sites

  14. Reactive projects – Continued • Request FINAL crash data from OTSO (before December 31) • Verify B/C using final crash data • Include project plan or preliminary layout/scope of work • Assemble ADT data • Check: Is this roadway segment on the HRRRP list? • Check: Is this roadway segment on the Top 5% list? • Complete Application
