Housing Stock Options – Preferred Partner Process • City Mayor decision 14th May : • - development of a detailed offer to tenants that proposes transfer of the remaining housing stock • - Invite Salix Homes and 3 strategic partners to submit bids.
The Process Salix Homes, Great Places Housing, City West Housing, Together Housing were all invited to take part in the competitive process to be the preferred partner landlord. This complies with draft Government Guidance (July ’13) – encourages use of competitive process to ensure VFM. Guidance states that all bids need to be able to comply with the regulator requirements, Regulator to consider business plan projections, VFM assessment.

Evaluation Panel Observed by Councillor Merrett Chaired by Chief Executive Officers from Finance and Housing Strategy Customer Panel reps x 2 Observed by Development Director Advise from advisors and procurement.
Outcome • All bids were scored. • Initial clarifications were sought from bidders • Scores adjusted • Results of reported to City Mayor 5th September. Approved Salix Homes as preferred partner, that a business case be developed for submission to Govt.
