Demand Resource Baseline Application • The asset actively reduced load during the 2 hours of the audit on 12/13/12. • They dropped 123kW and then maintained levels under the initial 254kW through the event. • Their unadjusted baseline reduction is about 100kW. • Once adjustment is calculated they are hit with a 200kW “penalty” and become negative at the resource. • In contrast to the other days in the week, they got a late start on this day. • They normally crank up the facility load at 6:00 but on this day they started at 8:35.
Affect of a Late Start • The "penalty" or adjustment negatively affected a load curtailment by the asset even though the asset clearly had taken measures to drop load as requested. • Is it possible to remove the negative reduction so that an active participant is not penalized for participation in a test/event and give them an unadjusted baseline reduction of 100 kW since this reflects the effort that they put into assisting the resource?
ISO NE Response • Calculations are performed correctly and interrupted MW is calculated correctly comparing actual with the Adjusted Baseline. • We have no basis to measure the performance based on effort, we have no other way/choice but to measure performance based on actual curtailment compared to Adjusted Baseline as every other asset in the market. • We cannot remove the negative reduction.
