EU-CA Strategy for a new partnership: Environmental sustainability and water • Water: • Improve fair access to water resources; • Enhance allocation, use and protection of the quality of water resources; • Support EUWI-EECCA and IWRM; • Finance water related infrastructure; • Enhance transboundary river basin management. • Environmental sustainability: • Reduce climate change effects and impacts of natural disasters; • Upgrade natural disaster preparedness and assessment capability in Central Asia; • Combat desertification and safeguard bio-diversity; • Improve management of forestry resources (FLEG); • Encourage increased environmental awareness.

INOGATE: Energy Saving Initiative in the Building Sector (ESIB) www.inogate-ee.com • Raising awareness • Supporting development of legislation • Supporting an enabling investment climate for energy conservation projects and sustainable financing schemes (guidelines for projects on EE increase, financing of measures on EE increase of buildings, capacity assessment of energy saving) • Assistance to overcome obstacles to the transfer of best practice and technology. Initiation of integrated pilot projects. Training/seminars on energy audit/ EU labelling/EE loan preparations Pilot project under negotiations (energy audit in the kinder garden)

Investment Facility for Central Asia (IFCA) European Investment Bank and European Bank for Reconstruction and Development • EBRD: – financial mechanism for preparation and implementation of municipal and ecological infrastructure projects: - Increase EE in heating networks in Aktau, Aktobe and Karaganda by restoration and modernization of distribution networks of district heating for loss reduction (more than 40 %), modernization of pumping stations, installation of meters, and other investments. • EIB: Identification of infrastructural projects in energy/ transport/environment sectors, including water

Sustainable Energy Programme for Central Asia: Renewable Energy Sources - Energy Efficiency Objective: Set-up the necessary policy, regulatory and institutional mechanisms enabling the penetration of renewable energy sources in the energy mix of the partner countries as well as increasing the energy efficiency at national level (decrease energy intensity of the national economies) (1) Support in policy design and formulation (2) Capacity-building and training activities (3) Implementation of replicable pilot projects in RES and EE

Cooperation in research and innovations Seventh Framework Programme (FP7) cordis.europa.eu/fp7 Total budget of 53.2 billions for 5 main blocks of activities: Cooperation - Collaborative research in Health, Food, Agriculture and Biotechnology, ICT, Nanotechnologies and new Technologies, Energy, Environment and climate change (env-ncp-together.eu), Transport, Socio-economic sciences, Security and Space Ideas - European Research Council People - training of researchers and individual fellowships Capacities - Research capacities Nuclear research and training + Joint Research Centre – actions with Euratom and non-nuclear actions Two remaining calls for proposal: 2012 - EUR 8 billion and 2013 - EUR 10 billion to be published in July of respective year. (ec.europa.eu/research/participants/portal/page/cooperation) A new programme Horison-2010 will be launched in 2015 and should be open for CA countries. More active participation of CA is encouraged

Disaster Preparedness / Disaster Risk Reduction DIPECHO VII: Community based disaster risk reduction in South-East Kazakhstan ECHO supports relief activities for vulnerable people in crisis zones around the world. Approximately 16% of ECHO humanitarian relief is a response to sudden-onset natural disasters. Since 2003 EC has funded 81 DIPECHO projects in Central Asia for a total of €28.5 million. DIPECHO VII: (1) Disaster risk assessment of Tekeli town, local capacity development and integration of DRR into development planning; (2) replicating and mainstreaming community-based DRR at all levels (i.e. national risk assessments methodologies and regional preparedness plans, training to link DRR and sustaibable livelihoods)

Improving capacities to eliminate and prevent recurrence of obsolete pesticides as a model for tackling unused hazardous chemicals in the former Soviet Union - FAO Objective - Contribute to the reduction of risk to public health and the environment from pesticides , in particular : • To strengthen knowledge in the region about the extent of the problem • To strengthen in-country capacity to carry out risk assessments • To improve the legislative framework in line with EU policy approaches and relevant multilateral environment agreements. • To prevent the recurrence of obsolete pesticides • To improve awareness among decision makers and the public

ACCESS • Build capacity for the development of CCT and CCS in KZ • Identification of the potential of CCT and CCS in KZ • Establishment of a sustainable collaboration and a CCS & CCT network between EU – KZ Pilot projects: • Air Quality through CCT in Sevkazenergo Power plant, Petropavlovsk - Modeling the impact on air quality and cost-benefit analysis of emission abatement technologies in a coal-fired power plant (Ecoorem and UHasselt) • The role of CCS in the greenhouse gas mitigation portfolio of Kazakhstan (Geological Survey of Belgium and UHasselt) 3. Possibilities for improved coal preparation of difficult to treat Kazakh coals (ULiège)
