17. EU - PACIFIC PARTNERSHIPS: EU PRESENCE “…we feel in most cases that there is sufficient response and also rapid response by New Zealand, by Australia, and this in many cases covers all the needs. Because [the Pacific] are not huge populations who have to be dealt with, so in a way you can, with a limited means, do quite a bit. Of course, we stand ready to support and to complement what is being done by other donors there.” EU official ECHO, Brussels

EU - PACIFIC PARTNERSHIPS: EU PRESENCE Globally there is a difference of looking at risk and how many people at risk[...] Nomatter how vulnerable they are, global donors have a tendency of looking at how many people are at risk. I think they do need to ramp up their presence. Even in-country, there’s only a handful of staff and sometimes they’re so overloaded.

20. EU - PACIFIC PARTNERSHIPS: DRR IMPLEMENTATION I cannot be that concrete on DRR as we participate by the World Bank, or ECHO via Red Cross. Reporting is managed directly by ECHO in Bangkok[...] EU official, European Commission, Vanuatu

21. EU - PACIFIC PARTNERSHIPS • DRR IMPLEMENTATION I haven’t done any work with them. Part of the reason is...even though they claim to be doing DRR type of work, they are primarily focussed on preparedness and response. We had to have some assessments done in DRR and the people who did that weren’t based here, they came over from Geneva and from Bangkok to do the assessment...I guess they’d been briefed, one of them it was their first time to the Pacific.

22. EU - PACIFIC PARTNERSHIPS • DRR IMPLEMENTATION I say the EU should have a role in supporting development that is aligned to risk reduction, or risk reduction activities that are part of a broader community programme, and climate change adaptation.
