Clearinghouse Services • Q1: What type of services do you provide? • Data archival • Data distribution • Web services (WMS, WFS, ArcGIS, Imagery) • Database development/area integration • Cartographic development • Metadata development • Application development • Application hosting • Geospatial data inventory • Coordination/outreach • Training • All of the above, except training. Archival, distribution, and web services are our primary functions. Database development & integration is a growing service area. Application development is performed on as-needed basis. We’ve pulled back from previous level-of-effort on application development due to long-term maintenance needs.

  3. Funding • Q2: How are those services funded? • The clearinghouse is funded through an annual contract with the State of Kansas Office of Information Technology Services (OITS). • All database archival, integration, and distribution services are viewed to be part of the core function of the clearinghouse and are provided free-of-charge. • Custom application development is viewed as a secondary service that does not always have a broad-scope strategic impact; therefore this is a fee-for-service activity.

  4. Challenges • Q3: What is your greatest Clearinghouse challenge at this time? • Staff-to-workload ratio – which basically comes down to funding. • Kansas OneMap

  5. Backup architecture • Q4: What is your backup architecture – does it include written policies? • Backup server presence located at AGIO in Little Rock, AR. Working on standing up new hardware that will be located at the KU Computer Center.

  6. Database Development & Integration • Q5: Does your clearinghouse support database development projects that involve the integration of local/regional data sets? • Statewide Tax Units Database • Kansas Statewide Broadband Initiative • Limited progress on local road centerline data integration

  7. Inventory • Q6: Have you implemented a GIS data inventory tool within your state? • Yes, Ramona. • A statewide effort was conducted from 2008-2010 in coordination with the Kansas Adjutant General’s Department to inventory all counties. On-site meetings were held with nearly every county in the state.

  8. Staffing Q7: How is your organization staffed? Please list positions title and full or part time status. Ken Nelson – Manager Eileen Battles – GIS Project Manager Kristen Jordan – GIS Specialist Brent Miller – GIS Specialist Kelly Emmons – Application Developer AsifIqbal – Systems Engineer All positions are full-time, however staff members are not necessarily appointed 100% to the clearinghouse

Archive Policy • Q8: Has your state developed a record retention/archival policy for geospatial data? • HB 2195 - Kansas Enterprise Electronic Preservation (KEEP) • Passed in 2011 • Preservation and Authentication of Permanent and Enduring Electronic Records • Establishes the foundation for authenticating electronic records as original under the authority of the Kansas State Historical Society • The legislation and subsequent ITEC directives establish a policy framework and governance for preserving permanent and enduring records in their native form and authorizes the state archivist to authenticate the records against standards established by the Historical Society • Still determining the impact of HB2195 on geospatial data

  12. Technology: GIS Server • Q11: Which Web API's are utilized by your organization? (JavaScript, Flex, Silverlight, Undecided) • Primarily JavaScript

  13. Technology: GIS Server • Q12: Does your state GIS portal utilize the ArcGIS Server Geoportal Extension? • No

  14. Technology: ArcGIS Online • Q13: Are you currently publishing data and services via ArcGIS Online? • Approximately 48 maps or services published under the State’s organizational account • We’re expecting this to grow considerably in the coming months.

  15. Technology: Cloud Computing • Q14: Are you currently using Cloud computing services? For example, a pre-built ArcGIS Server instance running in the Amazon Cloud or a Cloud-based storage solution? • No

  16. Technology: Mobile Applications • Q15: What, if any, mobile applications have been developed or are planned to be developed? What platforms are being supported (iOS, Android, Windows Mobile)? What technologies are being used? • None yet • The Kansas State Historical Society (KSHS) Historical Resources Inventory application may be the first web port over to mobile. It would likely be iOS.

  17. Esri Enterprise License Agreement • Agreement signed in late January, 2011 after months and months of meetings • We’re now in our second year of operation, and it’s going well • Implemented fee structure for adding new licenses that follows the State Master Purchase Agreement (MPA) maintenance fees • Savings in excess of $125,000 in first 18-months • Software and license files distributed through DASC office. Billing handled through GIO’s office.

  18. LiDAR Development LiDARdevelopment continues at a rapid pace. 2012 project was over 21,000 square miles. Planning is underway for 2103 project.

  19. Open Records for Kansas Appraisers (ORKA) ORKA County Status

Statewide Tax Units Database • Collaborative project with Kansas Department of Revenue (KDOR) • DASC works with all 105 Kansas County Clerks to acquire tax unit (district) data and assemble into a statewide geodatabase • Approximately 50% of the counties maintain their tax units in a GIS system • DASC complete it’s 3rd statewide update of the geodatabasein Spring, 2012 • This database is primarily used by state government and private sector

  21. Kansas Statewide Broadband Initiative • In November, 2011, the Kansas Department of Commerce became the designated entity for the Kansas Statewide Broadband Initiative • DASC was tasked with taking on the data collection aspects of the project • DASC began working on the project in January, 2012 • Accomplishments to date: • Semi-annual update delivered to NTIA 04/01/12 • Semi-annual update delivered to NTIA 10/01/12 • Provider roundtable meeting held in May, 2012 • Provider web portal launched in July, 2012 • Provider data submission webinars held in July, 2012 • Public web mapping application launched in August, 2012 • Provider roundtable meeting held in May, 2012
