Non-Senate Recruitment Policy • Positions at more than 50% for more than 1 year require a full recruitment. • Applicable titles: Research Series, Specialist Series, Academic Coordinators, Academic Administrators, Coordinator of Public Programs, Project Series, Librarian Series, CE Specialists, Field Work Consultant/Supervisor • Exempt titles: Academic Senate membership, Visiting titles, Instructional titles, Postdocs, Student titles

  5. Permission to Recruit Form(PTR) • Use to fill new and open positions at 50% or more, for more than 1 year. Also used for: • Approval to create position • Checking Campus Layoff Roster (APO) • Position classification • Advertisement/Search Plan approval (OFE)

  6. Permission to Recruit Form(PTR), cont. Advertisement must include: • Working title or payroll title • Brief description of duties • Minimum job requirements • Salary range • Proposed appointment dates • Application deadline • Where to apply • UC Equal Opportunity statement • Unit website where full job description can be found

  7. Permission to Recruit Form(PTR), cont. • Advertisement must be posted for a minimum of 30 days from the date of publication • Advertisement should be posted in at least 1 printed publication • Office of Faculty Equity (OFE) encourages posting in the Chronicle of Higher Education

  8. Exceptional Permission to Recruit Form (EPTR) • Use when candidate identified and position is less than 50% or 1 year or less. Also used for: • Position classification • Obtaining Campus approvals

Waiver of Recruitment • Use when position is more than 50% for more than 1 year and qualified candidate has been identified. • Justification may include: • Lower level positions w/limited funding • Change from one academic title to another or from staff title • Position requires specialized skill set and few candidates are qualified • Candidate identified is a highly qualified woman/minority • Extend temporary candidate while search is conducted • Spousal appointment as part of faculty hire

  10. Search Summary Requirements • Search Summary Narrative must be stand-alone document and include: a. Description of search activities undertaken to ensure consideration of minority and women applicants. b. List of bona fide applicants: name, address, sex ethnicity, corresponding to list of finalists (in addition to Form II). c. explanation of qualifications/circumstances pertinent to deselection of minority or women applicants. d. Discussion comparing relative qualifications of finalists. e. Discussion of consideration given to minority or women applicants who presently hold related positions at UCB in same or related discipline of position. If none, describe how position was advertised on campus.

  12. Search Summary Requirements, cont. Applicant Identification (race, gender, ethnicity): • As a federal contractor, UC is subject to federal regulations requiring an affirmative action program. This is accomplished by identifying areas of underutilized women and minorities in the workforce and thorough recruitment efforts including targeted outreach. • Complete applicant identification is required to monitor this effort. Units are expected to collect this data and report on Forms I and II. • All applicants should be informed of these regulations and asked to self identify at the application stage.

  13. Appointment Case Preparation • Case should be submitted well in advance of anticipated start date (3-4 mos.). • Follow Documentation Checksheets carefully. • Director’s letter should summarize PI’s request and speak to items not addressed by PI, if any. • Proposed terms should be stated clearly and accurately. • Discuss with VCRO/Dean’s Office if you have any questions.

  16. Non-Senate Classification What you need to know: • Detailed description of duties. • Minimum requirements (i.e. PhD, 5 yrs. experience). • Is there a candidate identified? • Estimated duration of appointment.

  17. Non-Senate Classification Professional Research Series: • Engaged independently in research. • Required to publish. • Usually generates extramural funds to support research program. • PhD required.

Non-Senate Classification Specialist Series: • Contributes to research in a specific area • May operate research facility or lab • May conduct field studies in support of research project • Publications not required, but contributes significantly to their advancement • PhD not required (may be preferred)

Non-Senate Classification Project Series (not officially in use at UCB): • Less independent than Research Series. • Conducts research under the supervision of Professor or Researcher. • Broader range of knowledge than Specialist Series. • Publications not required, but significant contributions are expected. • PhD required.

  20. Non-Senate Classification Academic Coordinator: • Plans, develops and administers academic programs, usually training or public service at the department/unit level. • Not required to conduct research. • Publications usually in the form of curriculum, program materials, funding proposals. • Must have background of academic training or equivalent work experience. • PhD not required, but may be preferred.

Non-Senate Classification Academic Administrator: • Provides service to academic depts./units at the campus level. • Not required to conduct research. • Publication not required, but some writing expected if involved with research. • PhD not required, but not unusual at this level. • Must posses background/experience equivalent to academics in same organized activity.

  22. Non-Senate Classification Coordinator of Public Programs (CPP): • Responsible for public programs in K-14 education. • Develop, evaluate and participate in outreach efforts. • Step V and up reserved for executive level management of major programs. • Publications include teaching curriculum and program materials. • M.A. or equivalent work/education background required. • Highest ranks usually have PhD or equivalent.
