  7. Clean Air Act – Section 111 • GHG emissions for mobile sources, light-duty vehicles went into effect January 2, 2011 under Section 202. • New Source Performance Standard {111(b)}. Reduces carbon emissions from all new sources. On September 20, 2013, EPA re-proposed the standard. Impacts new coal and natural gas power plants. • Existing Source Performance Standard{111(d)}. Reduces carbon emissions at all existing power plants that burn fossil fuels. EPA sets guidelines for implementation by states. EPA will propose ESPS by June 2014.

Developing Energy Trends • Energy Efficiency is an important energy source for utilities to meet system-wide energy capacity needs. • New energy financing tools will help commercial, industrial, governmental, and residential customers: PACE, On-bill repayment/financing, energy performance contracting. • Distributed generation, energy efficiency, demand response management are changing utility business plans. • Federal and state regulations and the market are bringing balance to energy generation.
