PUNJAB INFRASTRUCTURE DEVELOPMENT BOARD & DEPARTMENT OF MEDICAL EDUCATION & RESEARCH, PUNJAB invite EXPRESSION OF INTEREST (EOI) Public Private Partnership (PPP) for Development of Punjab Institute of Medical Sciences [PIMS] [INTERNATIONAL COMPETITIVE BIDDING] Punjab Infrastructure Development Board and Department of Medical Education & Research (DMER)-GoP, invite Private Sector Participation for Development & Running ofPunjab Institute of Medical Sciences at Jalandhar city. PIMS has been envisaged as state-of-the-art Medical Education Institution with medical, dental & paramedical education including auditorium/convention facilities, housing facilities for staff & students, accommodation for visitors and other allied facilities. Feedback Ventures Private Limited (FVPL) is assisting PIDB & DMER in project development under PPP format. EXISTING PROJECT DETAILS SCOPE OF WORK • The selected bidder will be responsible for the following: • Completion of Construction & services of Institute & ancillary facilities/units • Procurement & Installation of necessary medical & diagnostic equipments & infrastructure for running the Institute • Running the Hospital with atleast 500 beds and Educational Institutes for Medical, Dental, Nursing & Paramedical education for undergraduate & postgraduate courses • Deployment of adequate trained staff/faculty for operations of the institute • Obtaining all statutory approvals for running the academic courses from the competent authorities. DRME will extend all assistance & facilitation. • Undertaking recurring expenditure & all necessary activities to run & maintain the hospital, educational institutes & ancillary facilities • Provide quality healthcare at affordable cost to the patients at rates generally comparable to that of PGIMER, Chandigarh for similar investigations and procedures. • The selected bidder shall have to comply with norms of DRME/GoP for provision of free healthcare to the poor masses. MINIMUM ELIGIBILITY CRITERIA • Interested national/international independent Legal Entities/Consortia/Joint Ventures etc. meeting the following criteria may submit expression of interest: • a) Experience in Development, Operation & Management of a MCI recognized Medical College with atleast 100 seats, OR a foreign university/ affiliated Medical College with English as medium of instruction and awarding MBBS or equivalent medical degree recognized by the General Medical Council, U.K., OR an American University/ Institution, awarding equivalent medical degree of comparable academic standard • b) Average Annual Turnover of Rs 50 Crores for the last two years (2005-06 to 2006-07) • c) Networth of Rs 100 Crores as on 31st March 2007. SUBMISSION OF EOI The EOI should be accompanied with financial statements and evidence of experience as mentioned above along with the existing organizational structure. PIDB will consider EOIs from only those bidder/(s) who deposit a non-refundabledemand draft of Rs 5000/- (Rupees five thousand only) or US$ 100 (US$ one hundred only) as processing fee in favour of Punjab Infrastructure Development Board, payable at Chandigarh. The project-briefing meeting will be held on 2nd November 2007 at 1500 hours in the conference room of PIDB, SCO: 89-90, Sector 34 A, Chandigarh. Interested bidder/(s) may send in their EOI to office of Punjab Infrastructure Development Board (PIDB) at the address mentioned below not later than 1500 hours on 21st November 2007. Bidder/s who have already furnished the requisite amount of Rs 5000/- or US$ 100 to PIDB as processing fee in response to earlier advertisement published in November 2006 and meeting the above said eligibility criteria need not submit the EOI & the processing fee again. PIDB reserves the right to accept or reject any application and to annul the process at any time, without any liability and assigning any reason thereof.
