CURRENT EUROPEAN COLLABORATION • STRATEGY LEVEL: • EU level Grant strategy (prepositioning and division of lead SOs by countries & sector strengths), & EU level advocacy strategy • REPRESENTATION: • RWGs, E:GOLT, GPET, FAWG... etc • DIVISION OF LABOUR (SHARED SERVICES): • Management of each other’s ADPs/programmes, technical support to each other’s ADPs/programmes, & representation on PST • JOINT VENTURES: • Shared ADPs, shared grants, joint field visits, including baselines, DM&E & communications, & joint training Collaboration to date is largely “tactical” rather than strategic.
COULD DO MORE OF... • Missing piece: • Broader strategic level conversations (beyond grants & advocacy) around cooperation and planning • Deepen: • Collaboration around PST (division of labour based upon geography, sector/technical specialism & other) • Collaboration around advocacy • Joint management of grants • Shared match fund for EU grants (explore legal viability) • Shared best practices & materials • New/to Explore: • Corporates – European expertise (Finland grant opportunity?) • Share success stories (impact) – requires common framework
NEED TO RETAIN AT NATIONAL LEVEL: • Financial planning & commitments (PBAS) for both ADPs & Grants • Relationship management with institutional (national govt) donors - prepositioning and management of grants, including financial reports • Marketing engagement NEXT STEPS: • EURODIM (November meeting): • Share nature of existing EU collaboration • Gain clear mandate around desired intent to collaborate more strategically on IPG related issues. • Steer EU IP meetings towards strategic planning (beyond information sharing & discussion)
WHERE DO WE WANT TO GO? • Complementary approach amongst EU SOs aimed at: • Building upon processes that have traction to deliver (1) NO empowerment, (2) adaptability to changing context, (3) have impact on CWB • Respecting value add of each entity within a broader EU level framework/strategy • Cost savings • Adding value, efficiency & impact • Pilot/test assumptions so that changes are based upon facts/proven advantages.
