Goals For Today’s Session: • Provide you with information about upcoming changes to the NYSCR effective 12/31/09. • Allow you to ask questions about these specific changes, and about use of the NYSCR site in general. • Alert you to additional changes planned for the NYSCR within the next 18 months. What Does DED Have To Do With Procurement? • DED is responsible for publishing the New York State Contract Reporter - www.nyscr.org . • DED provides Procurement guidance, information, and referral to resources to help businesses understand the procurement process and access government procurement opportunities.   4. 2008 Changes to Economic Development Law • Requires the following changes to the NYS Contract Reporter by 12/31/09: • Free Access • Daily Publication • Posting of Contract Awards • Print Version Office of Operations 2009 Fall Conference

Free Access • Registration will be required for access. • A new fee based service will be introduced – “e”alert notification service will send bid information to paid subscribers. • Subscriber indicates category(ies) of interest; the “e”alert notice contains: • Solicitation title (link to ad) • Location of project • Name of Agency soliciting goods/services • Bid due date Office of Operations 2009 Fall Conference

Daily Publication • New Ads will appear every business day – Monday through Friday: • Ads inserted one day published the next morning – Friday insertions appear on Monday morning, including holidays. • All ads continue to be archived and retrievable. • New Publication Schedule, with “earliest proposal due date” will be posted on the site under “public links.” Office of Operations 2009 Fall Conference

Posting of Contract Awards • This feature has been compliant with new law requirements since 3/1/09: • Required as of 12/31/09. • IFBs, RFPs and “other” contracts. • Instructions appear when contract “type” is selected. • Requires NYSCR ad number to place award information. • Currently appears in a list based on award date; will be “searchable” as of 12/31/09. Features After The Newly Designed Site Is Launched - Next 12-18 Months • New method of categorizing Ads • Commodities, Services & Construction - with multiple subcategories under each – introduces better choices for placement of solicitations, which improves “e”alert bid notification system for better “bid match” • Advertising by Primes for Subs/Suppliers • Centralized Bidder Registry • Compliance with requirement for “print” version of the NYSCR • General reorganization of the site • Watch for these changes in 12–18 months Office of Operations 2009 Fall Conference
