What is Effort Reporting? • Means and method for the federal government to confirm and verify the effort required as a condition of the award was completed Why and Where is Effort Reporting discussed pertaining to federal regulations? • OMB Circular A-21 – Section J.10 • Compensation for Personal Services • Establishes after-the-fact certification • Used to justify and provide verification to federal granting agencies of work performed
Banner Effort Reporting ImplementationOverview • Tentative Go-Live schedule is First week of March 2014 • Certification period is 4 weeks • PI review period is 4 weeks • Manual will be available on Office of Sponsored Programs – Policy and Procedure webpage: http://www.rowan.edu/provost/grants/policies_and_procedures/policies_and_procedures.cfm • Update effort reporting procedure available on Office of Sponsored Programs webpage
Banner Effort Reporting ImplementationOverview • Email notification of effort reports will go out • Personnel and PI’s will need to access the Banner Effort Reporting system via their Banner Self Serve graphical user interface (GUI) • Only the Main and Camden campuses will be included in the roll out
Effort Reporting Process ComparisonPaper form versus Electronic form Differences/Changes to the Process • No more paper forms and email attachments • New process requires the personnel to certify and the Principal Investigator (PI) to review • PI’s are established as Alternate Certifiers of personnel effort reports that are associated with the PI’s projects • Automated email notifications informing employees and PI’s of effort reports requiring certification and review • Effort Reporting manual available to guide certifiers and PI’s through the process
Effort Reporting Process ComparisonPaper form versus Electronic form Benefits • New system allows for electronic certification • Focused on salaried employees • Can access effort reports and information from any computer with an internet connection • Increased access to Banner human resources and payroll data • Ease of certification and PI review • Certifier and PI access to payroll costs • Administrative expenses reduced • Better record retention of effort certified
Banner Effort Reporting System Overview • Personnel receiving salary payments from project are required to certify their effort report • Certification of effort will be limited to 4 weeks • Certifiers can certify, add new funding, or request changes to effort percentages recorded • Principal Investigators are alternate certifiers • Principal Investigators will either certify the personnel effort report or review a certified personnel effort report • PI’s will have roughly four (4) weeks to review certified effort reports • PDF copy of certified and reviewed effort report is available via link on the Banner electronic effort report
Banner Effort Reporting System OverviewChange of percentage of effort • Add new funding and Request Change actions initiated by Certifiers and PI’s are not processed electronically • On the electronic effort report, Certifiers and PI’s can change the percentage of effort recorded and documented in the electronic effort report • All changes will have to be initiated and PI reviewed via email correspondence • Screenshots of change of effort or a PDF file of effort percentage changes are available and can be forwarded to PI when seeking review of change of effort
Banner Effort Reporting System OverviewWhat can I expect as a Certifier? • Requirement to certify one’s own effort report • Easier and more efficient process for certifying effort • Can view payroll costs, equivalent percentage of costs, and payroll time periods via Banner • Routing queue of effort reporting process and personnel • More flexibility in completing effort reports • A pie chart automatically created via Banner and available in the effort report
Banner Effort Reporting System OverviewAs a Principal Investigator, what does the new system offer? • PI can assign Office of Sponsored Program personnel to certify and/or review effort reports - Proxy • Note: PI’s can request a Proxy, if circumstances arise that do not allow them to use the electronic system to certify and/or review effort reports • Required confirmation of the percentage certified and/or reviewed from the PI, either in the form of a dated email, fax, or letter; is required • PI can list all effort reports that are outstanding or certified and relate to their fund on a single screen
Banner Effort Reporting System OverviewAs a Principal Investigator, what does the new system offer? • PI’s are Alternate Certifiers, and can certify any effort report associated with their grant prior to personnel certifying • Note: However, the PI review is still required so PI’s that certify, will also need to review the same effort report to complete the certification process • Increased PI management of effort certification process related to their fund/project
