Interim Protection Challenges • No option achievable before Hurricane season 2009 • Raising the walls • Constructability challenges • Limited Right of Way and room for construction • 8.5 miles total of floodwalls and gates • 4.2 miles South of I-10 overpass on IHNC • Impacts on commercial industry • Temporary Barge Gate • Constructability challenges • Akin to permanent structure • Potential for NEPA impacts • Impacts on navigation • Constrictions • Potential for NEPA impacts • Impacts on navigation • Real Estate

Interim Protection Path Ahead • Barge Gate • Reviewing designs based on updated 100yr elevation design criteria • Differential head, Impact loads • Required Real Estate owned by NASA, Port of New Orleans • Allows for expedited real estate acquisition process • ERDC optimizing channel opening for velocity and navigation • Goal is to eliminate center pier and one bulkhead • Eases navigation and environmental impact concerns • MVN/HPO Environmental determining best method to achieve NEPA compliance – ERDC analysis is crucial • HPO Contracting determining best expedited means for contract mechanisms • MVN H&H modeling inundation maps for 4 scenarios (Current conditions, With Barge Gate, Walls S of I-10 at el. 15’, All walls on IHNC at el. 15’) • Working in conjunction with A-E to refine cost, all aspects of design and construction schedules, and ways to expedite delivery • Final Schedule and Cost analysis to be complete once refined designs are complete – joint HPO/A-E effort • Goal remains all efforts complete NLT 31 AUG 07

  6. Project Status • Advertised Phase One July 2nd • Short-listed to the four most qualified firms: • Tetra Tech, EC, Inc • Kiewit Federal Group, Inc • Shaw Environmental & Infrastructure, Inc • Washington Group International, Inc/Interbeton, Inc JV • Next step – Phase Two Draft RFP

Phase 1 – Request for Proposals Phase II RFP Issued Sept 24, 2007 Phase 2 – Request for Proposals (Issue Sept 07) Final Funding Notification Project Cooperation Agreement (PCA) Negotiation PCA Executed Feb 08 Award Design-Build Construction Contract Mar 08 Contractor Prepares 30% Design by June 08 NEPA / IER complete June 08 PCA Amended (if needed) per 30% Design Amended PCA Executed Contractor Completes Design Real Estate Acquisition complete by Dec 08 Issue Notice to Proceed for Construction 1 Sept 08 Construction Complete by 1 Jun 2011

  8. Draft RFP Process • Issue draft RFP to local sponsor and short-listed firms this week • Meet individually with firms 4-6 Sept • Meet with local sponsor Sept 11th to review Draft RFP comments • Final RFP pre-release meeting with local sponsor Sept 18th

  9. Phase II Proposals • Open to all alternatives • No navigation requirement on the MRGO • Will modify if Congress doesn’t act • Concept design complete for deep-draft nav • No assumptions for Seabrook • Bayou Bienvenue must remain open

Project Cooperation Agreement (PCA) • Project is fully funded by U.S. Government • USACE shall afford the Non-federal sponsor (DOTD/ SLFPAE) the opportunity to review and comment on all aspects of the project • Non-federal sponsor responsibilities: • Provide all non-federal government lands • Secure commandeering order(s) (if available) to all private lands • Operate, maintain, repair, rehabilitate, replace project • Hold and save the Government free from damages
