  2. Objective • Improve quality, access and health outcomes adopting information systems and telecommunications technologies in healthcare services, focus on poorest and rural areas in Mexico.

Healthcare electronic services • Health Information for citizens and medical professionals • Education services for preventive practice • CME and training • Medical support based on teleconsultation services for primary and specialization healthcare practice (dx and treatment) • Administration and supply chain services for daily medical institutions operation

  4. Overview • Several telemedicine efforts • Guerrero, Oaxaca, Puebla, Nuevo León, Chiapas, Tamaulipas • National Institutes of Health • Cardiology, Nutrition, Rehabilitation and Ortopedics, Pediatrics • Several information system development projects • Sinaloa, Puebla, INR, INER, Legacy and Commercial Applications • OpenVista

Medical issues • Medical professionals had not tools to manage health care services • There were not standard medical processes in the different healthcare services • Medical professionals spent time doing manual reports • Medical professionals spent time travelling to obtain medical education and support • Lack of informatics and telecommunications culture in medical services

Technology issues • High cost of connectivity • Limit broadband services in rural areas • Cost of hardware technology • Cost and availability of commercial software • Lack of health informatics standards • Maintenance and support are not considered • Medical equipment exchange capabilities are unaware

Cultural and organization issues • Decision-makers have a lack of culture in medical informatics, telemedicine applications and impacts in healthcare services • Governamental projects do not include specific medical requirements and needs • Some medical practitioners consider emerging technologies as a threaten • Design specific areas for electronic services • Design and promote guidelines and standard procedures for telemedicine • Providers profit based on ignorance

  9. Challenges • Response and alignment to medical programs • Improve medical and technological collaboration • Stablish a legal and ethics framework for electronic medical practice • Show cost-benefit of telemedicine services

Workshop Objectives • To identify the oportunities to integrate a Telemedicine National Network • To identify how telemedicine could support priority health programs such as Seguro Popular and 50 Municipios • To learn telecommunication technology trends and evaluate potential telemedicine application • To deep knowledge in current telemedicine applications
