Problem statement • The site calibration technique in IEC 61400-12-1 is NOT always applicable for power curve measurements. • The site may be in complex terrain without previous site calibration data. • Hub height wind measurement may be impractical at existing wind turbine site and/or very large wind turbines. • Numerically predicting the flow field, instead of executing field measurements for site calibration using sophisticated computer model (Computational Fluid Dynamics)
Goal • Prepare a new document that describes the standardized technique for power curve measurements using computational fluid dynamics (CFD) models, called Numerical Site Calibration (NSC). • NSC is to be employed at the sites when the site calibration in IEC 61400-12-1 document is impractical. • The document should provide information on the uncertainty on numerically estimating the wind flow field for determining the power curve. • After 3 years of discussion within PT12-2, it proved difficult to achieve a consensus among experts to produce an International Standard (IS). • The convener for PT12-4 proposes to work towards a Technical Specification (TS), instead of an IS.
Scope • The new document should describe the standardized techniques for flow field simulation procedure and field measurement methods tailored for numerical site calibration. • The new document should describe the validation procedure for flow field simulation (CFD) models. • The new document should provide information on the accuracy and uncertainty of the technique. • Working text in English
Work Methods • Description of NSC Procedure • Flowcharts that clarify the standardized procedure • Document the procedure in the flowchart in details • More technical discussions in the PT • Validation of the Technique • To achieve consensus among team members • Clarify the technical issues that need to be defined and to be included in the new document • JP will supply a set of field test data (topographic data and field wind data). • More datafrom other members are appreciated

Project Team • The goal: Draft Technical Specification(DTS) in 20months, approximately by February2012. • The PT plans to meet 3 times per year, 6 times until the completion of a DTS. • Call for PT secretary
