Who are the NECP? • Formed in 2005 by an association of Northeast Minneapolis neighbors concerned about crime. • The organization has almost 150 active members; mostly patrollers • NECP investigates and reports on criminal activity to law enforcement partners . • NECP organizes neighborhoods to combat mismanaged housing and root out criminal elements and the slumlords who lease to them. • Through action (protest) • Through legal process • NECP wants to expand model to other neighborhoods in the Twin Cities and beyond!
Realistic Goals/Objectives • Agitate criminals with community action • Partner with law enforcement to report crime; ensure action is taken. • Act as a deterrent to crime and a presence to neighborhood through patrolling. • Take power away from ‘slumlords’ • Report poor housing conditions/tenants to police. • Coordinate with housing authorities to revoke leases, deeds and liens through evidence gathering and community participation
Strategy and Results • Used crime map data from the Minneapolis Police Department website to focus on neighborhood opportunities. • Canvassing Results • 104 total homes/unitsreached • 56 no response • 31 no commitment / no interest • 9no commitment / interested • 8 committed / interested • 7.6% positive response!

Does that make you angry? • Have you voiced your concerns with your neighbors, friends, other organizations? • Have you sought help from the police? The city? • What would you be willing to do to change it? • Purpose (NECP goals/objectives) • Call to action! – Ask them for their attendance and support
Conclusion • Strengths • Action on crime; easy to rally community members behind this issue • Supportive institutional partners (city/county, police) • Opportunities • Multi-lingual/cultural representation is lacking • Identification and encouraging leadership among the ranks needs more emphasis • Strong partnership with institutions but is lacking in community organizations and other independent groups
