SWMCB Overview • Joint powers board formed in 1990 • Anoka, Carver, Dakota, Hennepin, Ramsey and Washington Counties • Minnesota Pollution Control Agency (MPCA) • Mission - To increase the efficiency and environmental effectiveness of the region's solid waste management system. • SWMCB staff • Member County Staff • Consultants providing Management, Administration, Communications, PR/Marketing, Grants Management, and Website services
Community POWERPartners on Waste Education and Reduction • SWMCB created Community POWER in 2001 • Partner with local community groups to engage local residents in waste and toxicity reduction messages and activities. • On average, awards at least $160,000 to 15-20 non-profit organizations annually
Acknowledging SWMCB in Community POWER Projects • Grantees are required to acknowledge SWMCB on press releases, publications, brochures or other materials promoting the program. • Appropriate language includes: Funding for this project was provided by the Solid Waste Management Coordinating Board through Community POWER: Partners on Waste Education and Reduction.
Grant Activities Timeline • Contract duration Aug 26, 2013-Aug 25, 2014 • Grant activities began Aug 26, 2013 • Staff time and expenses may NOT be charged to the grant prior to Aug 26, 2013 • Individual Grantee/County Staff meetings (required): Fall 2013 • Mandatory Grantee Training: Nov. 14, 2013
Grant Activities Timeline • Progress reports due (required for Traditional grants ONLY): March 2014 • Activities complete (required): Aug 25, 2014 • End of project celebration (required): Aug or Sept 2014 • Final reports due (required): • September 2014 for Traditional Grants • Anytime during activity/contract period for Mini Grants
Grant Payments (Traditional) • Initial payment (60%) • Upon receipt of signed contract by the grantee and SWMCB representatives • Arrive by end of September 2013 • Second payment (20%) • By May 2014, upon approval of Progress Report • Final payment (20%) • By November 2014, upon approval of Final Report
Grant Payments (Mini) • Initial payment (60%) • Upon receipt of signed contract by the grantee and SWMCB representatives • Arrive by end of September 2013 • Final payment (40%) • Upon approval of Final Report
