FDIS - Background • Currently there is approximately 60 Billion Dollars of fraud taking place in Medicare annually - including Pharmaceutical supply. (CBS News October 25th 2009) • The current method of Identification at the point-of-sale/supply requires your name and MEDICARE Card - which is linked to your SSN.
FDIS - Solution Positive physical identification with each transaction – for individuals covered by Medicare, their caregivers, pharmacists and technicians, and other Medicare service providers using a highly reliable biometric authentication system based on palm vein pattern recognition technology. The process is quick and the provider – or provider’s assigned assistant - does not need extensive training due to the simplicity of operation. Research resulted in a false acceptance rate of less than 0.00007% and a false rejection rate of only 0.00004%.
FDIS – Program Description A PVI (Palm Vein Identification) file must be established for every individual and caregiver enrolled in Medicare. Every Provider and their assigned assistants must also provide a PVI. The PVI will become a part of the Medicare record for the individual. To initiate each transaction there will be a scan submitted from the provider – or providers assigned assistant. This scan will be matched with the Medical supply outlet on record and a notification to proceed will immediately be sent to the palm vein scanning device. The individual who is collecting the pharmaceuticals or equipment will then perform a vein scan – which will undergo pattern matching to confirm identity. • Each drug or service will have an individual item number which is recorded at the P.O.S (Point of Sale). • The tracking of individual medical supplies would enable trigger levels to be included so that it would be detected if reasonable levels of supply for individual items were being exceeded • This enables the tracking of restricted substances which would assist law enforcement officers in tracking illegal drug activity - eg. Amphetamine production from cough syrups etc.
