NERC FRI Report • Recommended Interconnection Frequency Response Obligations (IFRO): • Eastern: 1,002 MW/dHz • Western: 840 MW/dHz • Texas: 286 MW/dHz • Quebec: 179 MW/dHz • At 840 MW/dHz, frequency in Western Interconnection is indicated to remain above UFLS threshold of 59.5 Hz following L/O 2 Palo Verde units

  5. Caveat Emptor • However, frequency behavior is dependent on the composition of the frequency response • A single MW/dHz number is insufficient to adequately characterize the frequency response in an interconnection • Some units have “squelched” (unsustained) response • Units that do respond can run out of headroom
