Agreed (1) • Terminologyneeds to beclarified (differencebetweentechnological and economicefficiency, differencebetween « private » and « social » efficiencye.g.) • There is no relevance to estimate an « EU wide » target as water efficiencyis « context relevant » (needs to account for the specificities of the « human-ecosystem ») • Distance to target – not for « water resourceefficiency » (unlikeenergy) but for the « status » of water (« water balance », GES, ecosystemresilience… )

  3. Agreed (2) • Data availability (and acceptancefrom MS….) is a driving factor for definingindicatorsthatcanbemonitored in a « sustainablemanner » • There mightbelogicicalsteps for EU wide (EEA) assessments: • Step 1 – water scarcity index (seasonal, monthly?), WFD statusassessment (basin, water body) • Step 2 – for hot spot, « demonstrate » with case studies the logicsbehind « water resourceefficiency » (with water productivity and economicefficiency as relevant indicator in their « system’scontext »)

More work to bedone (1) • The « purpose »/goal of investigating water resourceefficiencyneeds to beclarified • Linking water and otherresources (e.g. water + energy + … jointly « captured » in indicators/assessments) • The potential for water trading and adequatepricing as mechanisms for improving « water resourceefficiency »

  5. More work to bedone (2) • Scales • Country levelindicators • => trend analysis (as compared to country-basedand sector-based (GDP-based) comparisonsthatmight have limited relevance…) • Need to test « global » approaches: 1) GDP - natural capital, 2) Matrix – GDP + water balance + emission + combinedindicators • Is therespace for imports/exports, virtualwater, footprint, blue-green-gray… • Local levelassessment => work to bedone on « the assessment hydro-logic » to account for society’s (and not private) optimum (economy, ecology, social…. Lookingatdifferentsectorsat once)
