SOSTAREAnalysis of technical efficiency and environmental, agronomic, economic sustainability at farm level A tool for the sustainability assessment at farm level 18th MARS Annual EU Conference, 21- 23 November 2012, Paphos Cyprus
Content • Ticino Park - Lombardy • Framework • Sample • Methodology • Results • Web application • Current developments • Future perspectives • Conclusions 23/11/2012 SOSTARE - C. De Paola
Ticino Park - Lombardy 47 Municipalities 3 Provinces More than 500000 inhabitants 23/11/2012 SOSTARE - C. De Paola
Framework • SOSTARE meets requirements in term of: • Technical assistance • Crop activities (market oriented choices) • Agronomic issues (to improve both quality and quantity) • Economic data collection and management (accountancy not compulsory) • Agro-environmental issues (often neglected) • Decision making and farm management support • Type of farming (crop specialyst or mixed crops) • Crops mix (crop diversification) • Products processing (transformation) • Direct sale and farmers’ market • Agrotourism • Future CAP scenarios • New CAP for 2013 • Sustainability: growing need to be defined and evaluated 23/11/2012 SOSTARE - C. De Paola
The sample The sample is based on a survey of 70 farms, selected in order to represent the panorama of farm typologies typical of the agriculture of Ticino Park and Lombardy plain. 23/11/2012 SOSTARE - C. De Paola
The concept • The aim of SOSTARE project was to assess farm sustainability through an integrated approch that analyses three farm management components: • the agronomic efficiency, • the economic results, • the environmentconservation, • No similar modelswhereexistingwhen the project started (some aspects in common with ECOPOINTS and DIALECTE), thus an innovative model, capable to integrate agronomy, economy and ecology, was fine tuned Sostare 23/11/2012 SOSTARE - C. De Paola
Integrated sustainability ECOLOGY ECONOMY INTEGRATED SUSTAINABILITY Dimensions (composite indicators) AGRONOMY Pillars Technical aspects (basic indicators) 23/11/2012 SOSTARE - C. De Paola
Methodology • It is based on composite indicators, built with a stepwiseaggregation process that calculates synthetic indicators, from rough data collected in a farm survey, • Such syntheticindicators are constructed to allow the evaluation of farm performances (agronomic, economic and ecologic) through measurable values, and, consequently, the comparisonof different management schemes. 23/11/2012 SOSTARE - C. De Paola
AGRONOMY aggregation scheme Input data collected in the farm survey 23/11/2012 SOSTARE - C. De Paola
ECONOMY aggregation scheme GMP = Gross Marketable Production UAA = Utilized Agricultural Area Input data collected in the farm survey FSP = Farm Single Payment AE = Agro-environmental measures and other premium got by the farm for environmental friendly practices AWU = Annual Work Unit AWUf = AWU accounted by the farmer and his family AV = Added Value OP = Operational Profit 23/11/2012 SOSTARE - C. De Paola
ECOLOGY aggregation scheme Input data collected in the farm (photo interpretation) 23/11/2012 SOSTARE - C. De Paola

Web application • A pilot web application has been developed allowing users to conduct a diagnostic analysis of their own farm 23/11/2012 SOSTARE - C. De Paola
Current developments • Regione Lombardia (RL) has recognized SOSTARE as a practical tool for sustainability assessment at farm scale, but also for the monitoring of CAP subsidies results • as a consequence, new resources has been invested for the integration of SOSTARE with the Lombardia IACS (IntegratedAdministrationControl System,SIARL) for the implementation of a new system: SiSCO 23/11/2012 SOSTARE - C. De Paola
Current developments (II) SiSCO: • retrieves data needed by SOSTARE from available databases: the IACS and other validated and official data sources (direct payment declarations, land use, Natura 2000, etc.), • aims to be an innovative system for the management of EU and national funds, • will be a knowledge system providing detailed information on Lombardia agricultural sector, • will be accessible to farmers and advisors for targeted applications 23/11/2012 SOSTARE - C. De Paola
SiSCO system and SOSTARE GIS spatially derived Field form Buffering tool. Useful for design of tree lines, roads etc. Declared by the farmer Economic situation SOSTARE - C. De Paola
Future perspective SOSTARE • Agronomic efficiency • Economic profitability • Biodiversity maintenance CAP post 2013 • Production and competitiveness • Effectiveness and efficiency • Ecosystem services IMPACT ASSESSMENT TOOLS SUSTAINABILITY 23/11/2012 SOSTARE - C. De Paola
