6. What are we doing? Co-ordinated volunteer recruitment and support Jane Anslow

7. Purpose: to work across the Council and with other statutory partners to develop coordinated, high quality volunteer recruitment, support and management. • 2. Anticipated Outcome: More robust and sustainable volunteer arrangements, improved efficiency, building and utilisation of social capital. • 3. Progress: Initial meeting planned for 30th April to scope the work, involving CVS partners, SCC policy officer and Sheffield First Director. 7

8. What are we doing? Review of commissioning, procurement and contracting and the Compact Ian Drayton

Commissioning and Procurement Review Leader of Council endorsed the need for a review “to remove the barriers to effective involvement and engagement of local organisations and use new flexibilities offered via the Localism and Social Value Acts to best effect in the interests of the communities and individuals we all support”. Progress: • Initial meeting with Barry Mellor and Denise Bann to scope the review. • Working together to improve practice – e.g. VCS to participate in best practice workshops for Council staff, best practice case studies. • Establishing a pilot (Healthy Communities) demonstrating best practice in Third Sector involvement and engagement. • Considering how best to address the move to payment in arrears, and also impact and risk assessment. • Disappointingly, very little practical progress has been made since the meeting. • Senior Council Director (Lorraine Manley) and Elected Member (Brian Lodge) to be invited to attend Compact meeting in the hope that this will put rocket behind the work 9

Voluntary Sector Grant Cuts - Freedom of Information Request Next Steps: • We have requested updated information from the Council (original response was incomplete) • We are conducting a survey of Third Sector organisations to gauge the impact – please respond by 29th April • We have suggested a new approach for next year’s funding round, which is: • Collaborative (SCC and TSA working together) • Cross-departmental within the Council (to avoid effect of death by a thousand cuts) • Strategic (taking account of impact of cuts this year and planning how best to prioritise community needs in the year ahead)

12. Making Sense of the Third Sector in Sheffield Sheffield has a diverse array of Voluntary and Community Organisations (VCOs). An estimated 4,000 VCOs make a significant contribution to all areas of life in the City. Between them they employ approximately 19,000 people , work with 53,000 volunteers and have a combined turnover of approximately £530m (Sheffield VCF Sector Review, 2009) A - Co-ordinated service provision supply chain, which understands and can respond to community needs and priorities B - Collective voice and influence representing the views, needs and aspirations of communities and campaigning for positive change. Building and utilising social capital C - Support to frontline organisations, building capacity and capability to help them achieve A and B more effectively

13. Position with funding the TSA post June Ian Drayton

Funding at current levels (£60k per year) to continue until 30th June 2013 • Priorities for this period: • Full Assembly meeting and 2 theme group meetings for Health and Wellbeing and Children and Young People • Website maintenance (including skeleton service July to March 2014) • Membership management and recruitment of reps • Final report to SCC • Identify alternative funding sources • Redundancy costs for host team • Request made to SCC for continued annual funding of £37,200 (absolute minimum to keep things ticking over) – no response to date • Proposal for TSA Chair to meet with other voice and influence groups (BME, Disability Forum and over 50’s) to discuss joint approach – mixed responses to date. 14 14
