Progress of SEA in China & SEA of Grand Western Development Strategy (GWDS)
Report Outline SEA Progress in China Understanding of GWDS Significance of SEA of GWDS Scoping of SEA of GWDS Socio-economy and eco-environment in western china Framework of the SEA of GWDS Challenges and difficulties
(2) Phased Development • Burgeoning stage(1986~1992): in the form of Regional Development Environmental Impact Assessment (RDEIA) • Formalized stage (1992~2003) : conducted in an SEA form at planning level • Extending stage (2003~Onward) : implemented legally towards a comprehensive SEA
(3) laws and Guidelines • EIA Law • On September 1st, 2003, China began to implement, which is a milestone of the SEA work in China • 第一次以单行法律的形式对环境影响评价作了专门规定 • 评价对象由建设项目扩大到对环境有影响的有关规划 • Relevant plans concerning land use, exploration, utilization and development in the areas, river basins and sea areas • Relevant specialized plans concerning industry, agriculture, pasturage, forestry, energy, water conservancy, communication, urban construction, tourism and exploration of natural resources (specialized plans) • EIA法对综合规划的环境影响评价规定的比较原则,操作性较差 • 规定了对有关规划的环境影响评价,但并没有涉及对政府政策的环境评价问题
Technical Guideline Issued by SEPA in August 11th,2003 Working Procedure recommended in the Guideline
(4) opportunities • Strong political will • Transparency of government affairs • Existing experimental units for SEA trial runs • Education and publicity
(5) challenges • Lack of knowledge and experience concerning which environmental factors to consider, what environmental impacts might arise and how integrated policy-making can be achieved • Institutional and organisational difficulties – need for effective coordination amongst and within government departments • Lack of guidelines or mechanisms to ensure full implementation • Methodologies not well developed • Limited public involvement • Lack of clear accountability in the application of the SEA process
Profile of western socio-economy GDP per capita in western regions
(1) Strategic Objective • To promote economic growth in the West, and filling in the gap between the West and the East • To improve the ecological conditions in the west and strengthen the environmental protection during the development of the area.
Area:6.6 million km2,68.8% of the total; Population: 355 million,28.% of the total。
Significance of SEA of GWDS • Find out problems in the past decision-makings by a review • Demonstrate the effectiveness of SEA in decision-making process • Instruct the future GWDS decision-makings by a formalized SEA process • Promote the implementation of new EIA law • Speed up the process of China’s SEA development towards a comprehensive system Including policies and strategies • Attempt to set up a good-practice SEA example of large-scale strategy at world-wide
(2) Strategic Task-Policy initiatives • Increasing funds input • Improving investment environment • Enlarging opening-up policy • Human resource development • Scientific development
(2) Strategic Task-Planning fields • Macro planning • Land use planning • Water resource development planning • Education and capacity building planning • Development of science and technology • Agriculture development planning • Highway development planning • Railway development planning • Energy development planning
(2) Strategic Task-Mega-projects • Infrastructure Improvement • Ecological Restoration and Environmental protection • Adjustment of industrial structure • Resource exploitation and energy development

(2)Methodology • Northwest and Southwest • Action Impact matrix • Scenario Analysis
SEA of Energy Development plan -(1)Environmental impact identification
(3)SEAs of Key Planning • Land-use planning • Water resource development planning • Energy development planning • Biodiversity conservation planning • Tourism development planning
SEA of Land use plan -(2)Environmental impact identification
(4)Case studies • SEA of hydro power generation in Qinghai Province • SEA of tourism development in Guizhou Province
Western Eco-environment-(1)comparative evaluation Evaluation formula: EQI=0.3× Biological Abundance Index+0.25 × Aquatic carrying capacity Index+ 0.2×Land Cover Index+0.15×(1- Land Degradation Index)+0.1 ×(1-Pollutants Discharge Load Index)
Percentage EQI Calculcating Results -
Excellent Better Good worse Ranking of Eco-environmental in western China Western Eco-environment -(2) Ranking of Eco-environmental Quality
Western Eco-environment-(3) eco-environmental issues in western regions • Land degradation
Pollutants Discharge of Western China in 2000 • Environmental pollution
Challenges and Difficulties • Time is pressing (only 5 months) • How to conduct large-scaled public participation • How to make quantitative evaluation • How to promote trans-sector cooperation
