Who Are the Key Players • Conference of the Parties/Meeting of the Parties (COP/MOP) • Only Parties that have ratified the KP • The Executive Board (EB) of the CDM • Methodology Panels and other expert groups • Designated Operational Entities (DOE) Under the CDM • Designated National Authorities (DNA) • Projects Participants • UNFCCC Secretariat
Role and Responsibilities of the COP/MOP (1) • Have Authority Over and Provide Guidance to the CDM • Elect EB and Alternate Members • Provide Guidance to EB by Deciding on • EB rules of procedure • Implementation of decisions taken • Designation of AccreditedOperational Entities
Role and Responsibilities of the COP/MOP (2) • Review of • The Annual Reports of the EB • The regional and sub regional distribution of DOE • The regional and sub regional distribution of CDM projectactivities • Assist in Arranging Funding of CDM ProjectActivities
Role & Function of CDM Executive Board • Supervise the CDM Under Authority and Guidance of CoP/MoP • Approve New Methodologies Related to Baselines, Monitoring Plans & Project Boundaries • Review Provisions with Regard to Simplified Modalities, Procedures and Definitions of Small Scale Project Activities • Responsible for Accreditation of Operational Entitiesand Related Other Issues • Establish Committees, Panels or Working Groups to Assist it in Performing its Function
The CDM Executive Board • Ten Members from Parties to KP: • One from each of five UN regional groups • Two from Parties included in Annex I • Two from Parties not included in Annex I • One from Small Island Developing States • Alternate Members • Nominated by Constituencies & Elected for a Period of Two Years Renewable Once (only for members) • Possesses Appropriate Technical and/or Policy Expertise and Shall Act in their Personal Capacity
Committees & Panels Assisting EB • Act in Personal Capacity • Demonstrated & Recognized Relevant Expertise • Familiar with Modalities & Procedures and Relevant Decisions of the COP or COP/MOP • Recognized Experience and/or Knowledge Relevant to CDM Project Activity Cycle • Fluency in English • Free from any Conflict of Interest
Role & Functions of Designated Operational Entities • Validate Proposed CDM Project Activities • Verify and Certify Reductions in Anthropogenic Emissions by Sources of GHG • Upon Request of the EB, Validate, Verify and Certify a Single CDM Project Activity
Designated Operational Entities (DOE) (1) • Any Legal Entity (domestic or international) • Employ Sufficient Number of Competence to Perform Validation, Verification and Certification • Have a Financial Stability, Insurance Coverage and Adequate Resources • Have Sufficient Arrangements to Cover Legal & Financial Liabilities Arising from Activities
Designated Operational Entities (DOE) (2) • Have or Have Access to Necessary Expertise • Comply with Applicable Laws of Parties Hosting CDM Project Activities • No Conflict of Interest, Credible, Independent, Transparent and Non-discriminatory
Designated National Authority (1) • Two Main Functions: • Mandatory Regulatory: Evaluation and Approval • Optional Promotional: Capacity Building and Marketing
Designated National Authority (2) • Evaluation and Approval: • International criteria : art. 12 KP • Develop national criteria • Compliance with relevant policy (national objective, sector,..) • Feasibility : technical, financial, institutional • Establish guidelines for the presentation of projects : complete or adapt PDD • Establish national procedures - primary screening : adequacy data - secondary screening : full assessment of information
Designated National Authority (3) • Capacity Building and Marketing • Project identification and formulation • Baseline definition • Quantification of emissions reductions • Monitoring project performance • Developing a project portfolio • Support market development • Provide reliable information • Brokering between CER buyers and sellers
Project Participants • Participation in CDM Project Activity is Voluntary • Parties Participating Shall Designate a National Authority for CDM • Being a Party to the KP • For Annex I Parties: • Have a national inventory system in place • Have submitted annually most recent required inventory • Meet eligibility requirements • Private and/or Public Entities can Participate under Responsibility of a Party
UNFCCC Secretariat • Servicing, Support and Advise EB • Receive, Reproduce and Distribute to EB Members Documents • Receive and Translate Decisions into all six Official UN Languages • Assist EB • Perform all Work the EB May Require
