Implementation Best Practices • Leadership and Political will • In ensuring that development efforts are well coordinated and aligned in support of country-led plans • Long-term Vision • Vision 2020 aligned with MDGs, broken down into 4-year Economic Development and Poverty Reduction Strategies (EDPRS) that serve as the basis for program implementation • MINAGRI Strategic Plan for the Transformation of Agriculture in Rwanda (PSTA) aligned to EDPRS and CAADP (On the Frontier) • EDPRS & PSTA are adjusted every 4 to 5 years based on achievements, lessons learned & what remains to be accomplished based on targets that are captured in the CPAF

Implementation Best Practices • Culture of results and commitment • AgSWG, established in 2004, is the standing Committee for PSTA and a multi-sector oversight committee with wide representation • Biannual JSR (forward and backward looking) organized through a SWApadopted in 2009 • GoR has a very robust system for dialogue & accountability (CPAF/DPAF) that serves as the basis for public and donor support • The successful use of home grown initiatives like the performance contract, driving the performance of individuals and institutions towards achieving their goals (Yearly National Dialogue & Leadership Retreat)

Progress • Key frameworks and coordination mechanisms are in place and operate under a streamlined and transparent structure and multi-sector approach • GDP grew at an annual average rate of 8.5% between 2000-12 • Growth performance has been driven by steady agricultural growth(ag. annual average rate of 6.5% between 2008-12) • Rwanda has managed to translate its recent growth into poverty reduction (fell by about 12% points between 2005-11) • GoRhas allocated over 10% of the national budget to agriculture in the current and prior fiscal years • 40 out of 40 sectoral policy actions achieved in the last 5 years • GoRhas improved its way of conducting business • Top global reformer in the 2010 Doing Business WB Report • In 2012, Rwanda is 2nd most reformed country in the world, over six years (2005-2011) • Rwanda is 3rd easiest in Africa and 1st in EAC • Effective implementation of the division of labor among DPs

Challenges • Sector • Performance M&E system • Multi-sectorial issues • Capacity issues • Private sector • Landlocked country (2,000 km away to the nearest sea) • Highest energy and transportation costs in the region • Lack of access to finance • Low capacity of private sector to drive the growth currently • PSTA III (2013-17) to address these issues
