How is Oklahoma’s performance in grantsmanship? Oklahoma higher education does not have a strong history of grantsmanship, but contemporary increases are encouraging. • Oklahoma’s Federal R&D funding capture rate is low: 31st of 51 • Oklahoma ranks 37th in federal income tax payment. Oklahoma Support Is Oklahoma’sstate support for research and development increasing? • OCAST - $42,000,000 from $10,000,000 • EPSCoR contribute $15 million for seed research projects • OSRHE contributes $5.5 million for EPSCoR research • $5.9 million for the OU diabetes and cancer centers • $2.9 million for agriculture research at the OSU Ag Experiment Station and Cooperative Extension service; • $1.2 million for research equipment at the OSU Tulsa Helmerich Advanced Technology and Research Center; • $3 million of equipment at the OSU Sensor Centers in Stillwater and Ponca City • $1.8 million to match federal goat research funds for Langston

Federal Support ARRA (American Recovery and Reinvestment Act) stimulus funds have increased every state agency and federal granting agency. • Science has received the highest increase through NSF, NIH, DOE, NIST

Foundation & Corporate Giving • Organizations supported by granting foundations are facing a huge upswing in demand. Source - Steve Gunderson, president of the Council on Foundation, Nov. 2008 • Many large corporations are turning away solicitations for new gifts. Earnings are expected to sink as much as 50% this year amid falling oil prices. Source – Wall Street Journal, Nov. 2008
Serve America Act • The Senate bill approved 79-19 - provide volunteer programs for all ages. • Middle- and high-school students could enroll in a “Summer of Service” volunteer program and earn $500 toward college costs. • College student grants will support programs that help students do national service while they take classes. • Older Americans - Fellowships would allow those over 55 to develop individual plans for community service. Silver Scholarships and Encore Fellowships for breaking into new careers in public service. Grants of $1,000 for 500 hours of service, and the grants would be transferable to children or grandchildren. Ten percent of AmeriCorps funds would be reserved for organizations that engage those over age 55. Source –http://foundationcenter.org/
Types of Grants Types of Grants • Monetary award given by a government agency, foundation, corporation or other entity to fund a particular project • Generally given to organizations as opposed to individuals
Types of Grants Categories of Support • Special Project – new project or project with limited timeframe • Operating – running program to meet community needs • Capital/Equipment – specified amount for construction, renovation, expansion, purchase land or equipment • Endowments - planned gifts, will or trust
Basic Grant Sources What kinds of grants can I find? Government - Federal, State, Local – 26 Federal Agencies (900 programs) Foundations - Second-largest source – 900,000 Direct Corporations Philanthropists
What research and kinds of projects are actually funded? Science, Technology, Engineering, Math (STEM) Agriculture Energy Health Social, Behavioral Educational Economic Development, Workforce Development Arts Humanities Community Development International, Globalization Professional Development
What to Look For What kinds of information should I look for? Request for Proposal (RFP) Request for Application (ROA) Grant Guidelines Grant Proposal Guidelines Previously Funded Projects Principal Investigators or Directors of Previously Funded Projects Researchers
Grant Guidelines What is in the grant guidelines? Assessing Eligibility • Eligibility • Type of organization – non-profit, higher education, 501 (c)(3), small business, minority-owned business • Geographic restrictions • Population, e.g., poverty, over 55, k-12, minority • Size of Award • Sufficient amount to complete program activities • Number of grants to be awarded • Award duration

Homework About the Funder What homework should I do about the funder? Isn’t it too time consuming? At least 2/3 of your time in: • finding the agency • investigating previous projects that the agency has funded • learning about the grant proposal requirements

Where Do I Look? Become familiar with your chosen grant funders. Search locally first.
Search Locally First • What companies are in my locale? Phone book, Chamber of Commerce list • What Oklahoma foundations fund what I want to do? Data bases, libraries • Who among my peers has had funding? • Where is a good model of what I want to do?
Shotgun Approach vs. Rifle Approach • Shotgun: Shoot a scatter shot and see what falls. Look for funding agencies, investigate what they fund, and apply for something from the agency. Your goals are broad enough to be modified to fit their goals. • Rifle: Take careful aim at one specific target. Look for funding agencies that fund only what you want. Search for an exact match to fund your project using your specifically stated goals.
