Departmental Maintenance Rural Road constructed under Phase-I & II are being maintained by Departmental Labours. PWD, Rajasthan has got a huge manpower of 9553 workers as departmental labour to carry- out routine maintenance. Contractual Maintenance Rural Road constructed under Phase-III to VI are under Defect Liability period & being maintained by Contractors. Maintenance Activities : PMGSY Roads
Monitoring of Contractual Maintenance of PMGSY Roads • Specific provision in SBD for maintenance activity. • All PMGSY roads are covered with 5 yrs. Maintenance contract. • Activities and Periodicity of routine maintenance defined. • Frequency of inspection by all field officers prescribed. • Identification of defects and recording formats. • Timely Communication of defects to Agency. Monitoring • Field Officers are require to furnish Quarterly Reports. • Release of maintenance payment linked with Quarterly Reports.
PART - III Development of RMMS(Road Maintenance Management System)
: ROMAPS (Road Maintenance Planning Budgeting and Programming System) • It has been developed to assist Engineers in all aspects of road maintenance planning and management. • It helps in analysing road inventory & pavement surface condition • Inventory and condition data can be entered on annual basis. ROMAPS assist in :
Extended ROMAPS Facilities • Bridge, Culvert, and Road Sign inventories. • Schedules of maintainable and non-maintainable miscellaneous assets • A road sign management system • Periodic Maintenance planning • Possibility to interface with existing pavement management systems, including supplying candidates to HDM
ROMAPS Estimates Inventory and condition data can be entered at annual planning workshops. This offers the following advantages, including: • Saving time. Typically, data can be collected, entered and processed in the course of a two or three day Workshop. • Consistent data. Data is presented in an open forum through dialogue with local road staff.. • Commitment of field staff. Results are calculated and “fine-tuned” under the guidance of Workshop delegates. • Enforces policy. Estimates are based on policies and maintenance standards established by HQ planners.
ROMAPS OutputsEstimates • The cost to provide desirable levels of Routine Maintenance, built up by task and work section. • The cost of Emergency Maintenance based on the risk of damage to each section of road. • The cost of current and future Periodic Maintenance programmes. • Specific Maintenance of scheduled assets including, but not limited to Bridges, Culverts and Road Signs. • A schedule of Minor Works to strengthen the delivery of specific maintenance goals. ROMAPS generates the following maintenance estimates:
ROMAPS OutputsProgramming • Allocations dissected to maintenance heads and strategies according to prevailing policy. • Routine Maintenance allocations assigned to work section repair tasks according to ranking policy and inventory and condition data. • Frequency and duration of repair tasks calculated to make optimum use of assigned allocations. • Task types, durations and intervention frequencies scheduled by assigned resource for easy planning. • Possibility to use resource year planners prepared from task schedules • Field management using the Year Planners together with Daily Work Sheets
Progress Achieved ROMAPS has been installed in all 33 districts. The work was awarded to M/s Roughton International UK in JV with Consulting Engineers Group amounting to Rs. 279,51,000/ plus US$ 178,480. Data collection has been completed for 62500 Km. Pavement inventory has been verified for 750 Km. International Roughness Index (IRI) using ROMDAS has already been completed in 32 districts for 6200 Km. Training of ROMAPS has been completed for all districts. Annual maintenance plans for the year 2009-10 will be generated using ROMAPS.
