Marco Polo difficulties with Maritime projects • Increasing trends of competition complaints from companies against each other effect of the crisis? • Formal complaints about 20% of on-going projects since 10 months ! MP becomes the indirect battle field between maritime competitors ! (most of the time not justified and duly proved enormous burden for EACI!) • General complains via pro associations. Complaints need to come from concerned operational companies.
Marco Polo difficulties with Maritime projects (2) • Low modal shift achievements vs contract objectives (poor operational results …even before crisis!!) For MP I only 41% of objectives achieved > 60% contractual under spending and loss of programme funds. • Low Perennity of maritime projects after Marco Polo grant has terminated…(viability = award condition!) • More and more difficult to find maritime links not yet exploited to avoid competition issues ! • National MoS priorities (routes) most of the identified axis already operated by existing lines and companies Risk for impossibility to allocate Marco Polo funds in the future.
State of play of the Ro-Ro Past France project • Start of service: 26/09/2007 for 51 months • Modal shift planned: 8,4 billion tkm • Modal shift achieved after 27 months: 680 Mtkm (8,1%) • Difficulties to reach financial break-even. • Very important financial losses but: • Company is courageous and continue towards its targets • Started with 2 vessels and 3 roundtrips per week • Instead of reducing the number of voyages and ships available they increase as foreseen the frequencies. A 3rd ship has been added in 2009 5 roundtrips per week. • EACI will extend their contract to reach the maximum of 60 months .
