RMI Current SituationLegal Framework • Marshall Islands National Telecommunications Authority Act (MINTA Act) 1990 • Establishes the NTA as the sole provider of telecommunications services in RMI • Provides for privatization of NTA • Grants exclusivity rights to NTA • Certain powers for technical regulation responsibilities • Radio Communications Act 1993 • Empowers the Ministry of Transportation and Communications as the spectrum manager • Provides for promulgation of radio regulations.

RMI Current SituationMarket Structure • Market Structure • Statutory monopoly granted to the National Telecommunications Authority (NTA) • Government major user of telecommunications services accounting for about 50% of revenues • NTA • Partially privatized • 90 % owned by government • 10 % owned by private investors

RMI Current SituationInfrastructure and services • MINTA Core Network • Fixed Network: • 2 Nortel digital switches, • trunks by satellite Intelsat Standard A (2) • outer islands connected by HF , international services via satellite • Mobile Network: • TDMA services covering Majuro and Ebeye atolls which account for about 68% of the pop. • Services • Basic phone services, cellular, prepaid, internet,

  7. New Initiatives: infrastructure development • GSM Network roll out • Outer islands (Kili, Jaluit, Rongelap, Wotje) installation underway • Majuro and Ebey atolls next year • Micronesian under sea fiber optic cable (US$76m) linking Guam, FSM and RMI currently under study

New Initiatives – Policy and Legal Reforms • Draft National Telecommunications Policy • (initiated under ITU Pacific Sector Governance Project) • released early November for industry and public comments • comments and inputs currently under review • Next steps • Government approval of Policy envisaged this month, latest 1st quarter to 2005 • New policy will require legislative reforms • Draft National IT Plan also under development

New initiatives - • Draft National Telecommunications Policy • Key objective: To improve the quality, spread and type of telecommunications services, thereby satisfying demand, promoting economic development and ensuring a continuing contribution to the national budget. • A sector initiative based on RMI Socio-economic Master Plan (Vision 2018) • Vision 2018 provides a long term policy goal: “to provide a reliable and affordable infrastructure in the areas of communications, transportation, water & sewage and energy” and states amongst others strategies for achieving these objectives “…. are aimed at facilitating development in the Outer Islands in view of the considerable disparity in rural and urban amenities.”
