Regulations of Geothermal HP systems at local and regional level in Europe- PROJECT OVERVIEW Contract nº: IEE/11/041-SI2.616367 Project duration: 01/05/2012 – 30/06/2015 Version:30/07/2015
REGEOCITIES CONCEPT • REGEOCITIES project is focused on the achievement of the NREAP geothermal targets 2020 marked by countries with ambitious objectives regarding GSHPby means of the removal and clarification of the non-technical administrative/ regulatory barriers at local and regional level: • 14 countries
European coverage and maturity level of the countries Cities and regions are welcomed for participating as committed areas were project results may be initially implemented!!!!!

Shallow Geothermal Energy The various shallow geothermal methods • horizontal loops 1.2 - 2.0 m depth • borehole heat exchangers 10 - 250 m depth (BHE, vertical loops) • energy piles 8 - 45 m depth • ground water wells 4 - 50 m depth • water from mines and tunnels BHE Groundwater wells - Heat pumps are required to use the heat at low, but constant temperatures - and/or underground thermal energy storage to adjust temperatures
Objectives of the project • Overcome regulatory barriers and simplify administrative proceduresfor shallow geothermal systems • Identification and transferring of best practices from mature to juvenile regions • Recommendations on local regulations and planning • Development of a training program • Launch of promotional campaign: heatunderyourfeet
Objectives of the project Four key areas have been identified as important to improve this situation: • Consistent energy strategies aiming to decarbonise the heat sector. • The removal of regulatory and market barriers, and simplified procedures. • The development of innovative financial models for small-scale shallow geothermal projects, which are capital intensive. • The training of technicians, civil servants, and decision-makers from regional and local authorities in order to provide the technical background necessary to approve and support projects.
Shallow Geothermal Market Development Number of new geothermal heat pump units in the Regeocities project countries for the years 2007-2012 From Regeocities Market Update 2014, after data from EurObserv´ER
Shallow Geothermal Market Development Development of total number of existing and new geothermal heat pumps in EU-27 and in the Regeocities project countries for the years 2007-2012 From Regeocities Market Update 2014, after data from EurObserv´ER
Understanding shallow geothermal regulations • Analysing national and regional policies • Presenting the EU framework: RES-D, EPBD, EED, Eco-design + labelling … • Organization of national workshops for obtaining feedbacks from policy makers and agents of the sector.
integration of Shallow geothermal systems in Cities and in Buildings
Training activities • Training courses for the public authorities in order to provide the know-how for developing their own local normative • Help-desk materials for the technicians of the public administrations • Dissemination and communication activities in the framework of the Covenant of Mayors for obtaining a significant impact in the sector
The Heat Under Your Feet Campaign • Website • Publications: brochures, reports, factsheets • Events • The Heat Under Your Feet Campaign
Policy recommendations • Increase awareness amongst decision-makers with communication campaigns such as heat under your feet • Establish a level playing field in the heat sector • Develop a suitable regulatory framework • Integrate shallow geothermal as a key technology for smart cities and communities
