Environmental informationfor European policies An early European initiative • CORINE Information System on the Environment • End 80 ’ : One of the very few large operational GIS in Europe
CORINE Information System GIS layers EU-wide • Major natural biotopes • Land Cover • Soil quality and erosion risk • Coastal erosion • Air emissions • Data sets collected under EU legislation • Topography
GMES Objectives • By 2008: to establish a European capacity for Global Monitoring of the Environment and Security • By 2003: to identify the strengthes and weaknesses of the current capacity and the needs for improvement in the scientific, technical, socio-economic and institutional domains
The Action Plan Initial Period Prepare Thematic Projects (ESD & IST) Services element (ESA) Learn Proposals for GMES Assessment studies GMES Forum 2002 2003
The GMES Forum: 4 main Conferences • 1st Forum: Brussels, 15-17 July 2002 • good balance of stakeholders categories • stocktaking of past experience • initiated discussion on GMES issues • 2nd Forum: Danemark, December 2002 • continue discussing GMES issues • 3rd and 4th Forum: Greece and Italy • discuss interim and final results
The Thematic projects • A. LAND COVER CHANGE IN EUROPE • BIOPRESS • B. ENVIRONMENTAL STRESS IN EUROPE • LADAMER; OCEANIDES; EUROSION • C. GLOBAL VEGETATION MONITORING • CARBO-INVENT; SIBERIA II • D. GLOBAL OCEAN MONITORING • MERSEA • E. GLOBAL ATMOSPHERE MONITORING • CREATE; DEADALUS; Meth-MonitEUR; APMoSPHERE; GATO-GMES
Thematic projects • G. SYSTEMS FOR RISK MANAGEMENT • DISMAR • H. SYSTEMS FOR CRISIS MANAGEMENT AND HUMANITARIAN AID • RISK-FORCE • I. INFORMATION MANAGEMENT TOOLS and CONTRIBUTION TO INSPIRE • EOLES
INSPIRE - Creating a European infrastructure for Spatial Data • Joint work of Commission Services • Technical preparation completed • spatial information services, • data policy, • spatial information requirements and implementation timetable, • organisational/institutional issues • Next step: preparing Community legislative basis • More in Marc Vanderhaegen’s presentation
INSPIRE - GMES Complementarity • GMES needs Spatial Infrastructure • Contribution to INSPIRE included in GMES 9th Thematic Priority • GMES studies to build upon INSPIRE results • Targets end 2003 consistent: • INSPIRE to produce draft legislation • GMES to produce detailed programme • By 2008 the European capacity for Global Monitoring of Environment and Security to include and rely upon European Spatial Data Infrastructure
INSPIRE - GMES Complementarity Now End 2003 2005/6 2008 EC-ESA initiative with Space Agencies + ENV & Security users European Capacity for Global Monitoring Work Plan 2004-2008 Draft Legislation GMES Infrastructure for Spatial Information in Europe EC initiative with Mapping Agencies + Environment users Draft legislation Legal basis INSPIRE
EU Research Past programmes (FP4 and FP5) addressed Environmental and Geographic information INFSO - GI 2000: 32 projects demonstrated the potential as well as the shortcomings of GI (more political than technical) Environment: GIS were developed to run RTD projects in various areas (e.g. estuarine circulation; coastal zones management; floods; water ressources)
EU Research: FP6 outlook • New RTD Programme includes 7 thematic priorities, 3 of which include aspects of relevance to Environment and Geographic Information: • 2. Information Society Technologies (GI and demonstration aspects) • 4. Aeronautics and Space (GMES) • 6.Sustainable development, global change and ecosystems (Observing and Forecasting Systems)
