  2. DNTU: introduction • The vital capacity of any enterprise, region, and national economy depends on partner relations between the subjects of industry and university under current conditions. This interaction satisfies the needs of business as to qualified specialists and those of university as to its stability at the market of the education service. This interaction also gives positive external effect in harmonization of both labour market and education service as well as in research development. • Donetsk National Technical University (DonNTU) is a multidisciplinary technical university that trains specialists for some branches of industry and is situated in the large industrial centre-Donbass (the city of Donetsk). The interaction between the university and business is of great importance for this education establishment.

  3. Description of the industrial surrounding of the Donetsk Region. • Donetsk is the capital of the Donetsk Basin –Donbass, it is also called the capital of the mining land. Donetsk National Technical University is the oldest technical university of Donetsk. Two regions of Ukraine – the Donetsk and Lugansk ones- are informally joined to form the common historical, cultural, and economic region (Donbass) due to their historical development, interest, and economy which are deeply intertwined. The sketch of the industrial surrounding of the Donbass Region is as follows:

  4. Description of the industrial surrounding of the Donetsk Region (2) • Coal Mining. (24 coal state holding companies and 20 trusts). • Industry.The coal industry predominates in the structure of the fuel industry. Coke coal is mined in the Donetsk Region, steam coal- in the Lugansk region. That is why thermo-electric power stations prevail here. These are Uglegorskaya, Luganskaya, Kurakhovskaya, Slavyanskaya, Starobeshevskaya, Zuyevskaya, Shterovskaya.

  5. Description of the industrial surrounding of the Donetsk Region (3) • Metallurgy.The powerful coke and chemical industry is the basis for the ferrous metallurgy development. The largest companies are in Donetsk (Donetsksteel, Donetsk Metallurgical Plant, DMPZ, Khurakhovsky Plant Electrosteel), Mariupol (Ilyicha MMZ, Asovsteel), Makeevka (the rest of MMZ), Alchevsk. The non-ferrous metallurgy is presented by zinc and lead (Konstantinovka), mercury (Nikitovka), copper and brass rolling making (Konstantinovka, Artyomovsk). • Chemical Industry. The powerful chemical and industrial complex is formed in the region. Here the nitrogen (Gorlovka, Severodonetsk), phosphate (Konstantinovka) fertilizers, soda (Lisichansk, Slavyansk), and products of the organic synthesis chemistry (Donetsk, Lisichansk, Severodonetsk, Stakhanov, Rubezhnoye) are made. • Machine-building. Heavy engineering industry is developed. Mining and handling equipment, diesel locomotives, railway wagons, and tanks are made. It’s the centre of agricultural engineering (Kramatorsk, NKMZ, SKMZ, EMSS, Slavyansk, Mariupol, Donetsk, Gorlovka, Yasinovataya).

  6. Description of the industrial surrounding of the Donetsk Region (4) • Building Materials Industry. It operates on the local raw materials. Cement (Artyomovsk, Kramatorsk, Yenakievo) and glass (Konstantinovka) making is of theinternational importance. • Light Industry. Donetsk, Lugansk, Mariupol, Konstantinovka are the main centres of light industry. • Agrarian-Industrial Complex. It is quite powerful in the region. Plough lands make up 80% of the agricultural land. • Agriculture.Suburban type prevails. Cattle’s breeding is of meat and milk orientation. Plant cultivation specializes on sunflower and grain growing. • Food Industry. Its main branches are: flour-milling, groats, meat, milk, brewing, wine, bread, and confectionary. Salt branch produces 75% of kitchen salt in Ukraine. • Transport. The transportation in the region is made by the railway and automobiles. The sea, air, and pipeline transportation is also very developed. • Recreation. The recreation complex is of the inter-regional importance. Its centre is in Slavaynsk.

The Structure of Links between the University and Industry by the example of DonNTU (1) • According to the traditions and practice there is the system approach to the interaction between DonNTU and industry. It means that the interaction is made along all technological flow of training and starts from professional orientation and goes on with participation of the business representatives in programme development, lectures delivered by them, practical work taking place at the regional companies, research skills training and career plan making up. All above mentioned interaction types are accompanied by the corresponding legislation documents. • The technical products leading manufacturers established their centres at DonNTU. The centre Mimens-Ukraine is one of them. • These centres help future graduates to form necessary skills.

The Structure of Links between the University and Industry by the example of DonNTU (2) • Besides, there are the Centre of Industrial Expertise (was established due to the grant of the Energy Ministry of the USA), the Laboratory of Metal Quality Research (establish due to the assistance of the representation of the company Carl Zeiss in Ukraine), and others. For them and other centers which are planned to be established to operate properly we need funds. To develop them under the current situation in Ukraine is difficult. The legislation retrial and real, not declared, independence of the universities is the remote future. • The Association of Graduates is a special form of the interaction. It helps to get feedback with the industry. • The Post-Diploma Education Faculty (Tchernikov) is one more form of the interaction. It trains high quality specialists who are oriented on the technological characteristics of the industry.

Weak and Strong Points of DonNTU in its Collaboration with Business (1). • At present the university, its faculties and departments have a lot of ideas asto make their interaction with business wider. • The crisis influenced the economic abilities of both partners and the future of the collaboration can be lead into a dead end. • There are a number of projects which can’t be continued because of the lack of funds. The Innovation Development Association, which was founded just before our project started and the aim of which is to strengthen the coordination of collaboration between the university and industry, is an example.

  10. Weak and Strong Points of DonNTU in its Collaboration with Business (2). We prepared a series of the seminars on different aspects of collaboration between the university and industry. But as far as the national economy of the country and the Donbass region is in the recession state the university is in a difficult position. Any donor means is the chance to support the university’s development. The funds allocated by the project to buy the equipment are a great chance to renew the operation of the existing structures and to establish the new ones. Thus, we are planning to establish one of the seven centres, which is the analogue to the Purple Door, on the basis of the Innovation Development Association which is on the territory of the Progressive Reforms Fund. The fact that DonNTU’s graduates work for the majority of the enterprises of the region and Ukraine could promote the university’s development under the crisis conditions and during the election campaign.

  11. Needs of the University and Solutions Found Due to the Participation in the Project (1). • The main need is funds to implement the ideas and ready developments. Some of them are obtained due to the grant to establish such centres as: • - «Purple Door” – the analogue of the English centre; • - Distant learning Centre (all our partners have them); • - Analogue of the Marshal’s Centre (Poland) – City’s Administration Power Centre; • - Technopark Centre (analogue of the Spanish Technopark, plus practice of the Siemens centre (Germany); • - Carl Zeiss-Ukraine Centre; • -Schneider –Electric Centre; • - Technology Transfer Centre. • Establishment of the Culture University which directly related to the economic substance is an additional result as the theory and practice prove impossibility to raise the economy without the culture raise. • Unlike the foreign universities we don’t get funds on the regional and state levels. We published some papers on the project in the mass media which formed the information field around the problem and now we are trying to find at least partial financing (which makes up a fraction of the finance percentage our partners get).

  12. Needs of the University and Solutions Found Due to the Participation in the Project (2). • We know that in Spain the sum 10 mln. Euros was allocated to develop the Technopark and 4 more mln after the successful implementation of the project. It’s impressive and we spoke about it in the Ukrainian mass media. • The project implementation itself arise a number of financial problems which haven’t been solved so far. Thus the money transfer and an attempt to spend it caused a number of ridiculous questions at the university. But there was and there is no university independence (including the financial one) - such as the reality. More than that, because of the political misunderstanding the Donbass Region is persecuted. Taking into account this process we have published the paper “We are Emigrants in our Own Country” which can be found at http://iic.dgtu.donetsk.ua/russian/ovs/we.jpg • Thus, the interaction of the university with industry is an important issue, but it’s not the problem number 1. We think that the problem number 1 is the anti-crisis measures taken in such a difficult situation in which Ukraine and Donbass occurred.

  13. Conclusions • - Theslogan of the DonetskRegion is as follows: “The Chance is Proved by Deeds”. This policy is implemented at DonNTU to the best of its abilities. We are very grateful to the European Commission for the chance to get the grant, all the partners and the fate itself for the collaboration. We saw and learnt much and could speak about the Ukrainian practice of collaboration with business. • The main result of the project is that we introduced the model of collaboration of the countries on the academic and research level that shows which the future society should be- the friendly social and cultural construction without borders. It’s a certain prototype of the people’s welfare about which the best representatives of all nations were dreaming. This collaboration model can be the additional result of the project to be introduced on the higher international level.
