3. Low Carbon Economic Areas Feb 2009 - Low Carbon Transition Plan proposed series of Low Carbon Economic Areas building on particular local strengths.
On December 9th 2009 GM designated as the fourth LCEA with a focus on the Built Environment.
5 year programme; no specific allocation of Government funding.
GM is only LCEA (out of 8) not sponsored directly by an RDA.
Will lay the foundations for the longer programme to secure the most energy efficient built environment and infrastructure
Part of a national programme to create and shape markets for low carbon goods and services
National policy frameworks and financing models required to deliver the ambitions are still taking shape.
4. Greater Manchester LCEA
Priorities to:
Physically retrofit and decarbonise supply of energy to building stock.
Mobilise financial resources
Develop and organise supply chain
Establish suitably equipped and skilled workforce
Stimulate innovation and R&D in our Higher Education Sectors.
Strengthened spatial planning framework.
To maximise the opportunities of moving to a low carbon economy and address climate change by helping to:
Save 6 million tonnes CO2 by 2015.
Deliver up to 650m added value.
Support 34,800 jobs.
Develop and share best practice

Essentially, the LCEA programme is split into:
Capital delivery work programmes (DEMAND) those on the right and
Supply or cross cutting intervention and support work programmes (SUPPLY) mainly those in the centre.
The planning programme and key tasks agreed by the planning and housing commission fit onto WP3. Here you see how our work programme on the planning side fits into the wider LCEA programme.

6. LCEA Housing Retrofit Programme Gather and manage GM housing stock Information
Roll out delivery of basic energy efficiency measures
loft and cavity wall insulation to 75% of all remaining homes by 2013 (approx 400,000 measures)
Develop programme of advanced interventions (eco-upgrades)
Development of financial models and delivery vehicles
GM Retrofit standard;
Make in-depth behavioural change energy advice available to all households by 2015.

8. GM ERDF Social Housing Retrofit Programme 10 million GM social housing retrofit programme announced in October 2010
Mix of solar thermal, wood chip fuel, thermal cladding and updated boilers to almost 3,000 homes in five social housing projects across GM
over the lifetime of the projects.
householders bills slashed by over 20 million,
more than 122 jobs created or retained in the low carbon industry,
carbon emissions reduced by 100,000 tonnes
5,036,000 ERDF funding, 4,143,500 from private funding and 892,000 from public funding.
