MEEHA 1.0 – ARRA/SEIF • Status: Complete • $9.5 million through MEA from ARRA State Energy Program and the State’s Energy Investment Fund (SEIF) • Provided energy assessments and energy efficiency improvements for affordable multifamily rental housing • 48 projects with 5,184 units received energy retrofits. • The average unit is expected to realize an estimated annual savings of 7,100 ekWh, which translates to $12,986 in life cycle savings for an average $1,730 MEEHA investment per unit.

MEEHA 2.0 - EmPOWER • Status: Ready to Launch in July 2012 • Maryland Public Service Commission (PSC) ordered the major utilities “to transition their low-income energy efficiency programs (LIEEP) to the Maryland Department of Housing and Community Development.” • $13 mm dedicated to energy efficiency improvements of low-income multifamily rental units. ($500k DHCD admin) • Building from existing policies and procedures in place for the MEEHA program – seeking public input • Continue to fund energy efficiency improvements with strong cost-effectiveness measures • Improve the long-term energy efficiency and affordability of the rental housing stock for Maryland’s working families, seniors, and persons with disabilities • Seeking your comment to Draft Program Rules
EmPOWER LIEEP Contributions by Utility • An additional $500k is allocated for the administrative costs of DHCD
BeSmart • Status: Nearing Completion • $7 million funded through the US Department of Energy’s Better Buildings program • Provides energy efficiency improvements for affordable multifamly rental housing • 3 projects with 210 units currently under construction. 9 projects with more than 1500 units currently in underwriting • Improvements are expected to result in energy savings of 15-30%
Multifamily Energy Innovation Fund • Status: Planning Stages. Fall 2012 Opening • $1.25 Million HUD award • Matching funds from The Reinvestment Fund (TRF) for Baltimore City • Matching funds from the MacArthur Foundation for BRAC Counties • Purpose is to complete energy retrofits on approximately 10 multi-family projects currently in DHCD portfolio
Green Grant Rental Housing Preservation Program • Status: Complete • $75,000 Grant from MacArthur Foundation • $200,000 matching funds from the Maryland Energy Administration • Reimbursed the cost of 40 energy audits • Provided funding to 37 individuals for Leadership in Energy and Environmental Design (LEED) training and/or accreditation
