Training Needs Assessment of Rural Development functionaries, PRI members and others for RD programmes • Identify institutions Region-wise like APARD in Andhra, YASHADA in Maharashtra, SIRD in Assam, KILA in Kerala, and other Institutions involved in the evaluation of SIRDs for TNA. • Invite bids based on the Expression of Interest and advertisement. • Select Institutions differentiated for various parts of the country.

  6. Who Trains? Network of Training Institutions • National Institute of Rural Development, State Institutes of Rural Development, Extension Training Centres, Panchayati Raj Training Centres, District Training Centres, Other Training Institutions like in KILA in Kerala, etc. identified by the States.

  7. Adopt suitable level of Training • Institutional Training: • Select the appropriate Institution • Prepare Domain map • Upgrade the capacity • Infrastructural Development • Faculty Development • Annual Training Plan • Field Level Training: • Evolve an appropriate model. • Panchayat-based. • Institutional mechanism. • Develop Funding model

Adopt suitable level of Training • Learning from People: • Create framework • Select and build a field level Institute. • Selection of class rooms • Prepare a model for funding with EFC • E-learning: • Identification of expected learning outcome • Selection of subjects and lessons. • Courses in self-taught model • Case Studies, films and Games • Group Exercise • Learning Evaluation • Course Evaluation

Distance Mode of Education • Selection of Local Training Institutions for different subjects in every State. • To design and organise online trainings to suit the requirements of personnel at grassroots level such as PRI members. • Establish Distance Education Cell • Equip with appropriate technical expertise (physical and manpower) to reach remote areas.

  10. Networking • Design a system for institutional networking: • Create partner institutions. These may include LBSNAA, IIPA, SIRDs ETCs, ATIs, PRTCs, IRMA, BIRD, etc. • Create space for civil society organizations. • Create space for Universities/other educational institutions, Deemed universities, NGOs, other technical and academic institutions and sector-specific institutions. • Adopt cascading mode • Training Bank • Pool of Master Trainers • Location on GIS • Pool of Evaluators • State-wise web-based feed back

  11. Enhance the quality of training • Develop Quality Modules in Ready to Use(RTU) mode for different thematic areas with the following components: • Objectives • Learning Expectations • Course Materials • Audio-visuals • Best practices, • Games/Exercises • Time frame • Who will deliver • Course Evaluation • Learning evaluation • Switch over to module mapping • All the subjects to be offered to be mapped in terms of component modules • Design course content using the mapped modules • Choose the faculty. • Switch over to participatory Case Studies method with games/exercises.

  12. Training Institutions to develop into a field-related Knowledge Bank • Create a repository of Case Studies/ best practices through field visits and by association with institutions and Commissioning studies. • Prepare a catalogue of learning lessons to be adopted • Map the processes involved. • Prepare audio-visuals on the best practices including processes, learning outcomes and lessons • Prepare manuals

  13. Wide dissemination of knowledge • Design of ToTs for the SIRD/ETCs/ATIs/Sister Training Institutions. • Training for the elected PRIs • Creating web-based applications for dissemination of knowledge. • Publication of books/periodicals/journals/articles. • Writing in newspapers, magazines and other journals of repute.

  14. NIRD to emerge as a hub of International Training with linkages with other countries • Make strategic alliances with the other world class universities/institutions. • Prepare Training Modules suitable to specific countries or group of countries. • Create exclusive interactive web portal for NIRD’s international training programmes.

  15. Technical Upgradation of C-GARD in NIRD • Upgrade C-GARD as a Cente of Excellence in Geo-informatics technology applications in rural development sector • To establish State of the art facilities • Create National Inventory of Spatial Database on rural development • Capacity building & skill development on GIS Applications on Rural Development • Monitoring of Rural Development Programmes and Projects • Procurement of Hardware and Software.

  16. Create a pool of Rural Managers • Select subjects needed • Number required • Create a network. • Coordinate with Universities • Establish Council for Rural Management Training.

  17. Up-gradation of facilities at NIRD • Establishment of PG Studies Campus (College and Hostel Building) • Construction of International Conventional Hall • Improvement in Physical/ Training Infrastructure

  18. Envisioning Exercises in SIRDs and ETCs • Envisioning by Extension Training Centres • Annual Updating of the Visioning Exercises of SIRDs.
