Runway 17-35 Planning Process • Winter Operations • 4.1 million square feet of pavement added (31.5% increase) • Airport capacity/delay evaluation team • MAC • MSP Air Traffic Control • Northwest Airlines Operations • Northwest Operations support of plan taken to MAC Board of Commissioners • Dual runway/taxiway teams • Identification of required assets
Additional assets • South runway/taxiway snow removal team • four high-speed multi-function units • two high-speed snow blowers • two runway sanders (three combination sanders/liquid deicers) • two liquid deicers (one Hagie multi-function vehicle) • Additional full-time personnel • one airfield manager • eight maintenance workers • one equipment mechanic • one parts technician • one welder
Runway 17-35 Planning Process • Summer operations to support justification for additional personnel assets • Cost per square foot determination • Airside/landside time spent (56.25% / 43.75%) • 1,200 acres of turf to manage
It’s all in the numbers…Exercise to quantify delay costs • $30,000 budget line item • An MSP fleet mix study identified a $70 per minute per aircraft delay cost (2005 value) • MSP snow event arrival rate – 36 aircraft per hour • A one-minute runway reopening delay = $2,520 (36 aircraft x $70) • The meal budget is paid for by the elimination of 12 minutes worth of delays
