Policy & Practice • SHB 1110 Prohibits disseminating unsolicited information regarding learning programs to home schoolers and their parents • ESHB 1018 Eliminates March & May special election dates. Moves February date to second Tuesday. Temporary exceptions for May. Resolutions to county auditor 45 days prior. • HB 1264 Provides more flexibility for interlocal agreements. • HB 1288 Shields parent annual declaration of intent to home school from public disclosure.

Policy & Practice • SHB 1292 Allows flexible school years for five pilot districts. • HB1322 Repeals scoliosis screening. • SHB 1292 Allows flexible school years for five pilot districts. • HB 1562 Waives graduation requirement of annual WASL math retakes. • ESHB 1758 Allows Running Start students earning an Associates degree to receive HS diploma.

Policy & Practice • 2SHB 2199 Places in statute duel credit College in the High School programs and allows colleges to charge Running Start students fees. • ESSB 5263 Stun guns are unlawful at school, school transportation or exclusively serving schools. Security officers must receive specified training to carry stun guns. • SSB 5327 In certain districts where board members serve six-year terms, those terms may be shortened to four-year with certain provisions that apply retro to 2004. • SSB 5410 State funded on-line learning must be accredited through NWAAS.

  6. Policy & Practice • SB 5414 Revising state assessment system. Removes graduation requirement to pass WASL math and science until SBE validates the test and then applies it to entering freshman. Replaces two sequences of EOC assessments with one common sequence. • SSB 5551 OSPI and PTA to survey elementary schools regarding the availability and importance of recess. • SB 5580 Extends to ten years for expending or encumbering impact fees. Longer in certain extraordinary circumstances.

Policy & Practice ESSB 5889 (Selected) RCW 28A Laws • Repealed • Certain content in Washington State History courses • Requirement to annually inform HS students that employers may request transcripts • Districts encouraged to adopt curriculum for a family preservation education program. • Certain requirements for school-to-work transition projects • Suspended until July 1, 2011 • Districts to provide all HS students the option to take the mathe college readiness test

Policy & Practice • Amended • Districts with approved LAP plans need to resubmit only if making significant changes • Informing students and parents about compulsory attendance and choice options. Online access is sufficient unless parent makes written request. • CBAs for civics grades 4 & 5 suspended until 2010-11. Districts may choose strategies for assessment of social studies, arts, health and fitness. Not required to use CBAs. • Notice of pesticide use upon request of parent • Restricts the state Ed. Tech. Plan’s requirement on districts to only what is required by feds.

  9. Policy & Practice • Amended (cont’) • Allows use of volunteer vision specialists for vision screening provided all communication and recommendations are between school and parent. School may not identify the name of the specialist. • Changes to access and information for educational pathways. Online is sufficient unless parent makes written request. • Beginning Sept. 1, 2009, a collection of work samples may be submitted as an alternative assessment to the HS WASL only in content areas required for graduation.

  10. Human Resources • SHB 1319 Addresses employee use of district property for personal use. Boards can provide exceptions. OSPI to develop disciplinary guidelines. • EHB 1385 Defines intercourse between employee and student 16-21 as 1st degree sexual misconduct if employee is 5 yrs older than student. • HB 1548 Provides up to 5 yrs prior retirement service credit to certain veterans who are in plans 2 & 3. HB 1551 extends certain survivor benefits to all plans. • ESHB1741 Provides for immediate dismissal of classified employees and certain contractor employees who commit certain felonies. Provides recovery of paid administrative leave. Includes reporting requirements.

Human Resources • SHB 2095 Modifies requirements for qualified driver instructors. • ESHB 2245 Authorizes PEBB to determine criteria for eligibility for benefits and eases obstacles to ESD and school district participation • SHB 2356 Suspends inflation-based increase to annual bonus. Promises make up by 2015. • SP 2363 Suspends COLA through 2011 with promise to begin restoring in 2011-13 biennium. • ESSB 5601 Affects the certification, designation, duties of and discipline of Certificated SLP Assistants.

District Financial • Small Stuff • HB 1852 WSP charges for fingerprinting no longer discounted $10 for schools ($60.25) • 2SSB 5676 Funds certain middle school CTE programs at high school funding levels. • HB 1196 Small works roster maximum raised to $300K. Notifications required for $150-$300K

  14. “To Do List” • RCW 28A.210.380 By September 1, 2009, each school district shall adopt a policy to help prevent anaphylaxis (extreme allergic reactions) • EHB 1824 School districts must annually require signed forms from parents and students regarding dangers of concussions and head injuries and also a compliance statement from all youth sports programs using school facilities.

  15. “To Do List” • SSB 5881 Becca bill is changed regarding communication with parents in their fluent language, provision of legal counsel and emphasis on community truancy boards and their timelines. • SSB 5248 Military Children Compact affects how districts handle education records, immunizations, K & 1 entrance age, program and course placement, tuition, residency, extra-curricular activities and graduation of military dependents.

  16. Cleaning Up the Left-Overs From Previous Legislative Sessions • Deadline of June 31, 2009 to receive 10% off on school bus purchases to replace 1994 and older buses. • Birth to 3 Spec. Services by Sept. 1, 2009 • Healthy children goals for 2010 • CTE Plans must meet standards of RCW 28A.700.010 by August 31, 2010
