Stimulus for Pre-K thru 12 Education • State stabilization funding • $53.6B in formula allocations • Requires states to maintain greater of 2008 or 2009 education funding level through 2011 • Education for Disadvantaged • $13.0 billion for outcome-based efforts per No Child Left Behind (NCLB) • Special Education • $12.2B in formula-based incentive funding for states to maintain voluntary special education programs

S&L Education IT Market, 2009-2014 • Consolidation of school districts – One of the best ways for states to reduce costs of Pre-K through 12 education is to consolidate school districts and to consolidate the administrative activities for multiple districts into hubs. This option will be considered in nearly every state over the next few years and will drive significant professional services and hardware/software investments. • Green economic development – Thanks to the green hype sweeping the country as well as federal fiscal stimulus for alternative energy and smart grid investments, many governors and university chancellors would like spur green jobs in their regions via university-sponsored research in these areas. This will drive investment in laboratories, work stations, and collaborative research tools. • Facilities modernization – A significant set-aside in the federal stimulus for facilities modernization in education will spur investment in security systems/access controls, communications infrastructure, and smart/green-building technologies.

K-12: Title I “Ed Tech” Title I, Part A of Elementary and Secondary Education Act • Enhancing Education through Technology State Program(aka “Ed Tech” grants) are the primary Title I technology funding channel • Awards $650 million in grants • Formula grants to State educational agencies (SEAs) • Goals: • Improve student achievement through the use of technology in elementary and secondary schools. • Help all students become technologically literate by the end of the 8th grade. • Uses: • Professional development • Improve academic achievement • Acquisition of curricula that integrate technology • Increase parent involvement in schools • Collect, manage, and analyze data to enhance teaching and school improvement
