Virginia Emergency Services and Disaster Laws • Title 44 – Chapter 3.2 : Directed VDEM to provide Incident Command System guidelines for state agencies and local emergency response organizations. • Executive Order 102 (2005) Adoption of NIMS and ICS required by all state executive branch agencies. All emergency plans and procedures shall be developed in consonance with NIMS, the National Response Framework and in accordance with the National Preparedness Goals.

  3. VDEM Response -- Sponsored ICS Instructors • 240+ Local Agency and State personnel qualified to coordinate ICS course delivery. • Deliver ICS courses to their organizations: • meeting the learning objectives defined in the Instructor Guides and Programs of Instruction, • supplemented by their accepted practices, emergency operations plans, standard operating procedures, general orders, and similar operational guidance, • within the defined standard and DHS NIMS Training Program’s prescribed time periods.

  4. Local Capability Assessment for Readiness (LCAR) • Annual requirement for localities to report on preparedness activities and assess needs. Tied to LEMPG funding. • Inclusion of the NIMS questions, will also allow it to be used for NIMS reporting. • Web based application with report generation capabilities. • Also reporting requirement for Emergency Planning and Community Right-to-Know Act (EPCRA).
