Project – Phase 1 Essential issues: • Unreasonable burdens in spatial planning • Long licenseprocesses • Numerous specialized authorities and private companies to be drawn in • Redundancies in grid connection process
Project – Phase 2 Planned proposals: • Spatial planning implication above 50 MW • Closed deadline system • Reducing unnecessary specialized authorities • Eliminating private companies from the process • Deadlines by law in grid connection process
Special Wind Energy Element - Tender • Tender regulated by Electricity Act and 33/2009 Ministerial (KHEM) decree • Decree should strengthen principals: - competition oriented - compliance with Electricity Act
Status of the Tender • Tender issued on: 28 August 2009 • Volume: 410 MW • State administration process (HEO) • Status: Qualification phase • Bank and Tax Authority surveys still in process
Experiences of the Tender 1. • Electricity Act – Bidding Process • Decree is not obvious from competition point • The essential rules of the tender should be the same for all bidders
Experiences of the Tender 2. • Electricity Act – priority of electricity generated by RES • Decree – Bidder must accept restriction of electricity take over without compensation • Compensation method should be defined in legal regulation
Conclusion Essential tools for abolishment of administrative barriers, planned schedule of their implementationin order to reach the Action Plan targets is available.
