  2. Project regarding administrative barriers • Launched by Hungarian Energy Office • Implemented by Energia Klub and dr. Attila Lengyel Law Firm • Two phases: - Identifying potential issues - Defining exact proposals

  3. Project – Phase 1 Essential issues: • Unreasonable burdens in spatial planning • Long licenseprocesses • Numerous specialized authorities and private companies to be drawn in • Redundancies in grid connection process

  4. Project – Phase 2 Planned proposals: • Spatial planning implication above 50 MW • Closed deadline system • Reducing unnecessary specialized authorities • Eliminating private companies from the process • Deadlines by law in grid connection process

  5. Special Wind Energy Element - Tender • Tender regulated by Electricity Act and 33/2009 Ministerial (KHEM) decree • Decree should strengthen principals: - competition oriented - compliance with Electricity Act

  6. Status of the Tender • Tender issued on: 28 August 2009 • Volume: 410 MW • State administration process (HEO) • Status: Qualification phase • Bank and Tax Authority surveys still in process

  7. Experiences of the Tender 1. • Electricity Act – Bidding Process • Decree is not obvious from competition point • The essential rules of the tender should be the same for all bidders

  8. Experiences of the Tender 2. • Electricity Act – priority of electricity generated by RES • Decree – Bidder must accept restriction of electricity take over without compensation • Compensation method should be defined in legal regulation

  9. Conclusion Essential tools for abolishment of administrative barriers, planned schedule of their implementationin order to reach the Action Plan targets is available.
